Description
The Missile Defense Agency, Test Data Management (MDA/DTX) is seeking to identify potential sources to provide support and services for a follow-on contract for the Missile Defense Data Center (MDDC) Program. The current contract, W9113M-05-D-0003, is a single award, cost plus award fee, Indefinite-Quantity, Indefinite-Delivery (IDIQ). This sources sought synopsis is published to determine if there are enough qualified small businesses to set-aside the acquisition. The proposed NAICS code for the acquisition is 541712, Research and Development in Physical, Engineering and Life Sciences, with corresponding small business size standard 1,000 employees. This is NOT a pre-solicitation notice or request for proposal. It is anticipated the resulting contract will be an IDIQ Firm Fixed Price (FFP) - Level of Effort (LOE) type contract, competitive small business set-aside, for a five (5) year base period of performance with up to five (5) one-year option periods, for a total of ten (10) years period of performance, with an anticipated award date in late FY11 or FY12. DESCRIPTION OF SERVICES: The MDDC Program is the responsible authority for data management across MDA to include, but not be limited to, test data transfer, data management, data center operations, truth data management, and lab analysis infrastructure operations for the BMDS Test Program. The MDDC Program accomplishes this by developing, operating, and sustaining a varied set of government owned databases and tool sets. In this context, the MDDC Program manages several functional areas in order to develop, manage, and produce products for MDA and Other Government Agencies (OGA). The MDDC Program provides data collection from various sensor(s), networks, and platforms and includes telemetry, track data, translated Global Positioning System (GPS) data, as well as real-time distribution of test data in order to support Situational Awareness (SA) and mission execution. This data, along with other sources such as video and voice communications is disseminated throughout the MDA and Combatant Commands (COCOMs) with the Test and Evaluation Data Acquisition and Communication (TEDAC) Enterprise System (TES). The MDDC Program also supports the management and planning of resources associated with test execution via an automated government furnished management tool, Test Resources Mission Planning Tool (TRMP-T), which identifies conflicts and helps provide resolution options. The MDDC Program operates across all phases of test execution for ground and flight test events by providing up-front planning, detailed and thorough coordination, prompt execution, and specialized services to ensure satisfaction with the MDDC Program products. The MDDC Program’s requests for products and services continue to escalate and the rate continues to rise due to aggressive experiment and test schedules and the growing need and desire for data management products and tools. The MDDC Program operates in geographically dispersed locations to include, but not limited to, Huntsville, AL; Colorado Springs, CO; Washington, D.C.; and Kauai, HI. Respondents should provide a statement regarding their capabilities and must include their DUNS number, organization name, address, point of contact information, size and type of business. This statement should be ten (10) pages or less. Responses must be provided electronically and submitted to Emily McGee at Emily.mcgee@mda.mil within 14 days from the date of this publication. MDA will acknowledge receipt of capability statement submissions via return e-mail. Acceptable sources must qualify under the applicable NAICS code and be able to provide 100% of personnel with SECRET clearance on award date.
