Combined Synopsis/Solicitation for Carpet Wall Cleaning for Tyndall Library This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals/quotes are being requested and a written solicitation will not be issued. The solicitation reference number is F4A3760175A001 and is issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-42. This acquisition will be 100% total SMALL BUSINESS SET-ASIDE; the North American Industry Classification System (NAICS) code is 561740. The business size standard is $4.5M. Contract Line Item Numbers (CLINS): 0001: Steam Clean approx. 10,000 SF of carpet walls inside Tyndall AFB library. There will be a scheduled site visit on 17 August 2010 at 0900 CST. If you need to be signed onto Tyndall AFB please contact this office by 16 August 2010. All persons planning to attend need to notify contracting by 1100 CST 16 August 2010. Please contact A1C William Linger at william.linger@tyndall.af.mil and CC Mrs. Nicole Dean at nicole.molt@tyndall.af.mil to let us know who will be in attendance. Quotes will be based on contractor's measurement to be determined at site visit. Site visit is not mandatory, however the square footage stated above is an approximation and not exact. Contractor will be expected to perform work at price quoted. Award shall be made in the aggregate, all or none. All quotes need to include FOB destination with items being shipped to Tyndall AFB, FL 32403. The Government anticipates award on a best value basis. The Government reserves the right to award to other than the lowest offeror. Per FAR 52.212-2, the Government intends to award a contract to the responsible offeror whose offer conforming to the proposal will be the most advantageous to the Government based on technical capability of the item offered to meet the Government requirement, past performance and price. The following factors shall be used to evaluate offers: 1. Technical capability of the item offered to meet the Government requirement including any warranties 2. This procurement is for a Government requirement that is subject to the availability of funds. Currently this requirement is not funded. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this procurement and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. Offerors shall complete a copy of the Online Offeror Representations and Certifications Application.
