- RECOVERY: Solicitation SB1341-10-RQ-0664 with PWS for Smart Grid - BACnet Protocol to Enable Smart Grid Compatability, IT Security and IPv6 Implementation. RECOVERY: THIS ACQUISITION IS BEING FUNDED IN WHOLE OR IN PART BY THE AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) OF 2009, PUBLIC LAW 111-5. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. FAR PART 13, SIMPLIFIED ACQUISITION PROCEDURES ARE UTILIZED IN THIS PROCUREMENT AS AUTHORIZED BY FAR SUBPART 13.5,TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. THIS ANNOUCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. The National Institutes of Standards and Technology (NIST) has a requirement for the project BACnet Protocol to Enable Smart Grid Compatibility/IT Security and IPv6 Implementation at NIST, Gaithersburg, MD. NIST was given the mandate under the Energy Independence and Security Act (Dec, 2007) to coordinate smart grid interoperability standards. BACnet has since then been identified as a key smart grid standard within the facility/customer domain. Although BACnet systems are widely integrated with IT networks today, specific trends in IT networks such as migration to IPv6, and security enhancements and practices need to be accounted for in BACnet systems in order to meet future needs for managing distributed energy resources. Building automation that effectively integrates with a smart grid requires a state-of-the-art, smart grid and IT compatible, secure automation protocol that is also based on a strong facility energy management protocol foundation (ASHRAE BACnet). Scope of Work: The purposes of this contract are to identify requirements for future BACnet integrations with the Smart Grid and to develop specific enhancements to the standard that will meet these requirements. The contractor will address migration to IPv6, security and privacy requirements for the Smart Grid, applications in both commercial and residential building automation, and any other interoperability issues. There are three specific tasks for this work that address requirements for this next generation BACnet protocol. They are the development of Smart Grid Requirements, a Gap Analysis of current state BACnet protocols versus the desired BACnet protocols, and BACnet change/extension preparation. This solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular 2005-44. Offerors will be responsible for obtaining related amendments to this solicitation, if any, from www.fbo.gov. It is the responsibility of each potential offeror to monitor www.fbo.gov for any amendments or other information related to this solicitation.
