Description
RECOVERY: Smart Grid Real Time Price to Energy Regional Pilot Project RECOVERY: THIS ACQUISITION IS BEING FUNDED IN WHOLE OR IN PART BY THE AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) OF 2009, PUBLIC LAW 111-5. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. FAR PART 13, SIMPLIFIED ACQUISITION PROCEDURES ARE UTILIZED IN THIS PROCUREMENT AS AUTHORIZED BY FAR SUBPART 13.5,TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. THIS ANNOUCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. The National Institutes of Standards and Technology (NIST) has a requirement for the Smart Grid Real Time Price to Energy Regional Pilot Project at NIST, Gaithersburg, MD. An end-to-end pricing system to be constructed that integrates the wholesale location-based marginal price feeds from one ISO/RTO through one or more utilities with retail price conversion. The retail pricing will then be fed to a set of consumer Energy Service Interfaces (ESI) for monitoring and control. The price feed will then be converted into a form compatible with end-use devices and appliances. Decisions are required at each level of the GWAC Interoperability Stack as the pricing information flows from source to destination. Twenty-nine (29) of the one hundred (100) DOE Investment Grant Awards explicitly state that dynamic pricing is included within the respective project scope. Several of the DOE Regional Demonstrations also include dynamic pricing. The Pacific Northwest Smart Grid Demonstration Project in particular will be defining "value signals" for customer load control. Several other projects also appear to be targeting real-time pricing. This reinforces the need that the standards that are being created through the NIST process by standards organizations such as OASIS be validated and verified in a timely manner and in coordination with key projects such as the Pacific Northwest Demonstration Project. Decisions are required at each interface point and at each level of the GWAC Interoperability Stack as the pricing information flows from wholesale source to retail destination. Interactions need to be identified and defined in sufficient detail to permit system design to proceed. Specific regulatory issues need to be identified and business objectives and processes need to be understood and in alignment. The intent of this work is to validate and verify the NIST-sanctioned pricing information models and standards through the tangible demonstration and use of real-time price information flowing in the pricing supply chain. Primary objectives are to: 1. Identify and provide proposed solutions for specific roadblocks and obstacles that impede the use of real-time pricing in commercial and industrial applications. 2. Provide feedback to the NIST process and ongoing DOE and NIST projects in a timely manner. 3. Evaluate interoperability at all levels of the GWAC Stack. 4. Provide input for the standardization of a commercial/industrial ESI Gateway This solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular 2005-44. Offerors will be responsible for obtaining related amendments to this solicitation, if any, from www.fbo.gov.
