Description
The combined synopsis/solicitation has been amended to extend closing date to 08/10/2010. This is a combined synopsis/solicitation for commercial services in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation is set-aside 100% for Small Business. Firm, fixed-price offers are requested under Request for Quotations (RFQ) solicitation number L10PS02918. This document incorporated provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-41. The NAICS code is 611430. The business size standard is $7 million. The Bureau of Land Management (BLM) has a requirement to maintain 608 communication sites, which demands a skilled workforce in both the radio and engineering career fields. In some cases, the BLM employees construct new communication sites and/or oversee the work of contractors. The Department of Interior developed a site inspection process that includes the use of a checklist to evaluate communication sites. The checklist is titled "The United States Department of the Interior - National Radio and Spectrum Program Management Office FORM NRSPMO-SS-001 Radio Electronic Site Survey Instrument", and may be found at the attachment to this SOW. The BLM requires a tailored course which covers the concepts behind the information contained in the checklist with an emphasis on grounding, as well as a visit to a BLM radio site(s) to reinforce the classroom concepts (hands-on training) and to learn how to evaluate a communications site (reference attachment).
