- The Department of Veterans Affairs Medical Center, intends to award an Architect/Engineer contract for design and construction period services in Oklahoma City, OK for Project # 635-407: Mental Health Expansion. Competition is sought on an unrestricted basis. No set asides apply to this announcement. In collaboration with VA staff, the contracted A/E firm shall provide a complete set of working architectural, electrical, infection control, phasing, and mechanical drawings with specifications (in both paper form and electronic form) for the project. The A/E will survey subject areas of the medical center and develop a bid package to construct the identified area within the constraints of the construction budget. The focus of this project is to add two additional floors to the new Building 1 Radiation Oncology Addition under construction at present of an Outpatient Mental Health Clinic and proper support functions. Patient and visitor flow is key in this project. Construction of the new Radiation Oncology Addition has just started and full design drawings for that project are available for review. Included in the Mental Health designs, the A/E shall develop the necessary working drawings; contract specifications; phasing plans; final cost estimates for full and complete construction of this project. The A/E shall also ensure that the completed designs are in full compliance with all applicable codes and VA design guidelines. This notice is issued subject to availability of funds and is not a request for proposal. The NAICS is 541310, Size Standard $4.5 million. SF 330s must be submitted for this project. Standard Form 330 can be obtained at http://www.gsa.gov/Portal/gsa/ep/formslibrary.do Please state in SF 330 the size standard of your firm. Estimated cost range for construction is between $5,000,000 and $10,000,000. Architectural/Engineering Firms who possess experience in this type of design and construction of two additional floors shall submit SF 330s (two copies are required) to Juanita Y. Millsap and/or Demarcus Thompson, Contract Specialist, Oklahoma VA Medical Center (90C), 921 NE 13th Street, Oklahoma City, OK 743104 no later than 1:00PM CST on Friday, September 7, 2010. Qualifications submitted by each firm will be reviewed and evaluated based on the following criteria: Technical competence of firm (including a joint venture or association) with the type of Specialized experience regarding Radiation Oncology facilities and medical equipment (such as linear accelerators) along with the associated shielding requirements; Specialized experience in outpatient medical facilities, especially those for Mental Health Patients; Specific experience and qualification of personnel proposed for assignment to the project and record of working together as a team; Professional capacity of the firm in the designated geographical area of 150 mile radius from the Oklahoma VA Medical Center to perform work (including any specialized services) within the time limitations; Past record of performance on contracts with the Department of Veterans Affairs Medical Center and geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the VAMC Oklahoma City area. Potential contractors must be registered in CCR (www.ccr.gov) at the time of submission of their qualifications in order to be considered for award. Facsimile and electronic transmissions will not be accepted. Solicitation packages will not be provided and no additional project information will be given to firms during the announcement period.
