Description
TECHNICAL SUPPORT SERVICES This is a Sources Sought announcement for acquisition planning purposes. No formal solicitation for this work exists at this time. All eligible and qualified contractors may submit capability statements for consideration. (Note: Qualified and eligible 8-A Contractors are encouraged to submit capability packages on this acquisition) Capability statements received will be reviewed to determine the quantity and availability of contractors who have the technical level of expertise, administrative and management capability to perform the effort described below. The capability statements received will be used to determine The Bureau of Reclamation's overall procurement strategy. The Bureau of Reclamation has an ongoing requirement for the occasional use of technical and professional support services to assist in the execution of Reclamation's mission. The types of services required include contract administration, financial analysis and accounting, data collection and manipulation, engineering design & inspection, electrical engineering, technical document preparation, construction engineering consultation and management, research, cost estimating, scheduling, and construction inspection and management. The individual(s) providing the services may be physically located in the offices requiring the services, at their home office, or at the job sites of the projects which require their expertise. They will provide a variety of services based upon the needs of the individual office / customer requesting assistance. Employees proving services may be required to be on travel either occasionally or continuously in the performance of an assignment. The predominant service area includes the seventeen western United States, but may include other locations as required for client needs. Performance is not anticipated to begin until December 2010 and could run for a 5 year period through 2015. It is Reclamation's intent to make multiple awards. The resulting contracts will be firm fixed price indefinite quantity / indefinite delivery type contracts. Once awards are in place, as requirements occur, the requirement will be competed amongst the award holders. Source selection criteria may be used. Statements of Work (SOW) will be made available for each order to be placed against this contract. The SOW will include the position title and level of expertise required, period of performance; place of performance; travel requirements (if necessary); description of the task or tasks to be performed; deliverables; and any other information pertinent to the task. Responsible sources are welcome to submit a capability statement on or before 3:00 P.M. August 13, 2010. Said submittals will be reviewed and considered by Reclamation during the solicitation planning process. Firms should identify whether or not they are a small business or other than small business in accordance with the size standard for (NAICS) Code 561320 (Temporary Help Services).
