- Drawings SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number, F1W0ED0203A001, Audio/Video Equipment is being issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-37. (iv) The associated NAICS code is 443112 with a small business size standard of $9M. This solicitation is a Small Business set-aside. (v) Audio/video equipment and installation for the Professional Military Education building are required, please review Statement of Work for description of requirements. Local businesses are highly encouraged to respond. A site visit will take place Friday, 13 August 2010 at 12:00 p.m. Alaskan Standard Time (AKST). Freight to Elmendorf AFB, AK to be included in quote. This is an all or none requirement. (vi) End of Description (vii) The required completion date is 15 September and shall be FOB Destination. PROVISIONS/CLAUSES PROVISIONS/CLAUSES: The provision at FAR 52.212-1, Instructions to Offerors Commercial Item, applies to this acquisition. The provision at FAR 52.212-3, Offeror Representations and Certifications, Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their proposal. FAR 52.212-4, Contract Terms and Conditions Commercial Items, applies to this solicitation. The clause at FAR 52.212-5 (Deviation), Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items Deviation, applies to this solicitation. The provision at AFFARS 5352.215-9001 Notice of Pre-bid/Pre-proposal Conference, applies to this solicitation. NOTICE OF PRE-BID/PRE-PROPOSAL CONFERENCE (MAY 1996) (a) A pre-bid/pre-proposal conference will be conducted at 6167 Gibson Ave, JBER, AK 99506 on Friday, 13 August 2010 at 12:00 p.m. Alaskan Standard Time (AKST) for the purpose of answering questions regarding this solicitation. (b) Submit the names of all attendees (not to exceed 2 to POC: A1C Nissi Griffin, 10480 22nd Street, Suite 368, Elmendorf AFB, AK 99506 Phone (907) 552-5605, Fax (907) 552-7496, nissi.griffin@elmendorf.af.mil. prior to Thursday, 12 August 2010. This information must be provided in advance in order to ensure access to the military base/conference site and adequate seating for the conference attendees. (c) Bidders/Offerors are requested to submit questions to the point of contact noted above not later than 4:00 p.m. Alaskan Standard Time (AKST), Friday, 13 August 2010. Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. (d) A record of the conference shall be made and furnished to all prospective bidders/offerors. The record should include minutes of the meeting, including questions (on a non-attribution basis) and answers. Wide Area Workflow https://wawf.eb.mil/ will be the method of submitting invoice after receipt of supplies or services. Please submit the following information with each quote: Cage Code, DUNS number, Tax Identification Number, Prompt Payment Terms, Delivery Time, GSA/VA/Government Contract No. (if applicable), Date offer expires, Warranty, Line item unit price, and Total cost. EVALUATION OF QUOTATIONS/OFFERS: Quotes/offers will be evaluated IAW 13.106-2. Award will be made to the responsible offeror whose quote/offer represents the best value in terms of technical (capability of item(s) offered to meet the government need), price, and completion date, which will be most advantageous to the government. Quotes must be signed, dated and submitted by 17 August 10, 12:00 pm, Alaskan Standard Time (AKST) to the 673d Contracting Squadron/LGCB, Attn: A1C Nissi Griffin. LATE OFFERS: Offerors are reminded that e-mail transmission of quote/offer prior to the closing date and time will not constitute a timely submission of quote/offer unless it is received by the government prior to the closing date and time. Quotations/offers or modification of quotes/offers received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered (ref. FAR 52.212-1(f)).
