- The Center for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Science, intends to award a sole source contract to Parameter Generation and Control (PGC), 1054 Old US 70 West, Black Mountain, NC 28711. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334512, Automatic Environmental Control Manufacturing for Residential, Commercial, and Appliance Use. The purpose of this acquisition is to purchase from Parameter Generation and Control 15'X 20' environmental room with precise humidity and temperature control. The estimated period of performance for this acquisition is 90 days from the date the order is placed. Parameter Generation and Control, is the only organization that is capable of meeting the Government's requirement because they are the only vendor that can produce a temperature control in environmental rooms (not chambers) with the tolerances dictated by the Institution for Organization and Standardization (ISO). PGC is the world leader in precision temperature and humidity control with decades of experience in providing services to tobacco testing programs. ISO specifications indicate no greater than a 2% tolerance in temperature and humidity control. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Parameter Generation and Control. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Sondra Page via email ONLY at SJPage1@cdc.gov with the solicitation number 2010-Q-12665 referenced in the subject line NO LATER THAN August 20th, 2010. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
