- Under the authority of FAR 6.302-1(a)(2) (ii), the National Park Service intends to enter into negotiations with Trane, on a sole source, non-competitive basis to provide and install replacement control panels for two chillers that currently serve the Boott Cotton Mills Museum, located at Lowell National Historical Park, Lowell, Massachusetts. Trane has indicated that the existing control panels have reached the end of their life expectancy and they cannot continue to supply parts and service for these items. Trane has indicated that there are up-to-date control panels with new software available which will replace the out-dated panels, will fit into the existing panel boxes and will interface with the existing systems. Replacing the controls panels is much more cost effective than having to replace the existing chillers, which if replaced, would cost in excess of $100,000. Therefore, in accordance with the above cited authority, the government intends to enter into negotiations with Trane within 15 days after publication of this notice. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. NAICS 238220.
