Description
The U.S. Department of Health and Human Services, Program Support Center, through the Program Support Center, Strategic Acquisition Service, intends to award a sole source contract in accordance with Parts 6.302-1 (a)2) of the Federal Acquisition Regulation to GEORGIA SOUTHERN UNIVERSITY – P.O. BOX 8124, STATESBORO, GA 30460. The purpose of this acquisition is to requires the services of Georgia Southern University to support two conferences to highlight the findings of the OWH HIV Prevention Project for At-risk Female Youth/Adolescents and to provide logistical services for the conference. The Office on Women’s Health (OWH) has a compelling need for this acquisition to be sole sourced to the Georgia Southern University, Continuing Education Center (GSU/CEC) because they are the sole provider of logistical support and registration for the National Conference on At-Risk Youth Conference. The OWH requires platforms specifically targeted to providers who service at-risk youth to disseminate messages and lessons learned. GSU/CEC acts as the only institutional entity of its kind in Chatham County that works to train and gather professionals who service at-risk females. Hence, this contract meets regulations as stated in FAR 6.302-1. Moreover, the services of this contract foster outreach and support the mission of OWH, to eliminate health disparities among minority populations and promote health for women and girls across the lifespan. GEORGIA SOUTHERN UNIVERSITY is the only responsible source that will meet the needs of the Government. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES AND SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITHY OF FAR 6.302-1. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 10 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED CONTRACT ACQUISITION BASED UPON RESPONSES TO THE NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
