Description
The Wilmington VA Medical Center, 1601 Kirkwood Highway, Wilmington, DE 19805 intends to issue a Design - Build contract. Scope of work includes replacing floors and cove base, ceilings, light fixtures, handrails and bumper guards. Install new sconce light fixtures throughout the 4th floor corridors. Testing and balancing of HVAC in both 4 West and 4 East are also included in the scope of this project; in addition to sealing all duct penetration throughout the 4 East ward. New floor shall be Laminate Wood Flooring similar to that recently installed in Bldg 17 CLC. All new floor, light fixtures, scones light, floor, rail and bumper guards shall be similar to that installed in the CLC. Scope will also involve converting 4076 on 4 West and 4036 on 4 East into psychiatric patient ™s rooms. These rooms should include no glass, no loopables, windows that don ™t open/lock, doors should hinge both ways, shower curtain break away, no loop door knobs, recessed sprinkler, plaster ceiling with maintenance access. Pass through doors (double swing doors) shall be installed at rooms 4036& 4076 entrance as well as to the bathrooms doors. All interior design choices are to be coordinated with the VA Environmental Management Service. The walls are to be painted. The ceiling of the corridor is to be replaced with a 2 X 2 dropped ceiling. The lights are to be 2 X 2 T-8 fluorescent fixtures similar to the ones used in the new CLC renovation except that they are not to be dropped basket types except by approval of the VA. Lowering the ceiling slightly will be considered as a last resort. Some utilities above the ceilings may have to be moved. The designer is responsible for determining that there is room enough above the ceiling for recessed fixtures. The criteria used to calculate the light spacing to provide the appropriate light level is to be provided to the VA. If it is necessary to move a fixture out of the chosen pattern to avoid obstructions above the ceiling VA approval is necessary. Rewiring and new conduit may be needed. New light switches are to be installed. The appropriate number of fixtures will be installed on emergency power. The pattern chosen for the corridor fixtures is to be approved by the VA. The North American Industry Classification System (NAICS) code is 236220. The U.S. Small Business Administration size standard is $33,500,000.00. The SOLICITATION issue date will be approximately August 20, 2010 with an approximate response date of September 20, 2010. The solicitation will be an Invitation For Bids and will be issued as a 100% Service Disabled Veteran Owned Small Business set-aside. The project magnitude is between $1,000,000.00 and $2,000,000.00. The solicitation will result in a Firm-Fixed Priced Contract. Estimated contract performance is 265 calendar days from notice to proceed. Firms must be registered with the Central Contractors Registry http://www.ccr.gov/, and the Veterans Business Registry http://www.vip.vetbiz.gov/ all perspective contractors interested in submitting a proposal on this solicitation must have a commercial and government entity code (CAGE Code). In addition all contractors shall be registered in the Certification and Representation, ORCA, website https://orca.bpn.gov/ or complete the Representations and Certifications included in the solicitation. The entire solicitation, including the specifications, will be made available only on the Electronic Posting System (EPS) web site https://www.fbo.gov/index?cck=1&au=&ck= Paper copies will not be available.
