Description
This is a Request for Quote for Generator Refueling. The Contractor shall provide all labor, supervision, equipment, materials, transportation and operations necessary to provide fueling Services to include the following: daily cleaning and service of Port-A-Johns. Service in Oruzgan Province. This is NOT an order. All correspondence shall be made via email to jeffery.campbell@afghan.swa.army.mil regarding Solicitation W91B4L-10-R-0221. For an official copy of the solicitation W91B4L-10-R-0221, your company must email a CCR or JCCS approved Cage Code and a scanned valid copy of the company business license (AISA or Otherwise) for Afghanistan or Iraqi based businesses via email. All requests for an official copy of the solicitation are due by 8:00 PM Afghanistan on 8 August 2010 via email. For security reasons, those companies failing to provide this information WILL NOT receive a copy of the solicitation to submit a bid. Vendors not registered in JCCS "DO NOT REPLY TO THIS SOLICITATION." All questions regarding this solicitation are due by 11:00 AM Afghanistan on 9 August 2010 via email. Answers to all questions submitted shall be sent via email to those companies eligible to receive copies of the solicitation. Late questions will not be included in the answers. ALL quotes are due 8:00 PM Afghanistan 10 August 2010 via email. Late quotes will not be accepted. This document is not legally binding and does not commit the US Government in anyway. Award will be based upon Lowest Priced Technically Acceptable submission. Strict attention to detail must be paid when providing supplies, equipment, or services, all required specifications must be met. When providing services the contractor must provide all parts, equipment, personnel and supervision necessary to meet the requirement, unless otherwise stated. ALL ITEMS DELIVERED TO U.S. GOVERNMENT MUST BE PER THE INSTRUCTIONS LISTED BELOW. 1. Late bids will not be accepted. 2. Vendors must be registered in the Joint Contingency Contracting System (JCCS) or Central Contractor Registration (CCR) to be eligible for award. For future announcements/requirements, email KAFRCC@afghan.swa.army.mil for vendor registration requirements in JCCS. 3. Bids must include at a minimum, the RFQ reference number, Vendor name and contact information (to include email addresses), terms of the expressed warranty, price, any discount terms, supporting documentation as requested in the RFQ such as pictures, specifications, model numbers, proposed alternates, etc. The Vendor agrees to hold the prices in its offer firm for 90 calendar days. 4. List in the bid your Cage Code: _______________________________________ JCCS Registered Company Name: _____________________ AISA or Business License Number: ____________________ Primary Point of Contact (POC): ______________________ (The Person or Persons authorized to speak on behalf or represent your Company in dealing with and working with the United States Government on all Contract related matters). Incomplete bids will not be accepted. Be advised, all contracts awarded to Afghanistan companies will be awarded in Afghan currency ONLY. Bids submitted in U.S. Dollars will be converted to Afghan currency in the Award Document using a annual set currency conversion rate that is set September 1st of each calender year. The current currency conversion rate effective September 1, 2009 is $1.00 = AFN49.3184.
