- Description of Requirement: This synopsis is not a request for quotes or proposals. This is a pre-solicitation notice that a solicitation is scheduled for release via FedBizOpps (www.fbo.gov) in the near future detailing requirements for Fire Protection Systems Maintenance Services for the Corps of Engineers, Walla Walla District, located in Washington and Idaho. Perform preventative, scheduled and corrective maintenance and emergency call out services on the Carbon Dioxide (CO2) and Fine Water Mist (FWM) fire protection systems, equipment appurtenances and accessories at Ice Harbor, Lower Monumental, Little Goose, Lower Granite, and Dworshak Lock and Dams, including two (2) elevator fire panels (one (1) at Lower Monumental Lock and Dam and one (1) at Little Goose Lock and Dam) in compliance with the requirements of the latest editions of NFPA 12 Standard on CO2 Extinguishing Systems, NFPA 25 Standard on Inspection, Testing and Maintenance on Water-Based Fire Protection Systems, NFPA 72 National Fire Alarm and Signaling Code, and the NFPA 750 Standard on Water Mist Fire Protection Systems. Work required by this contract shall be performed on a regularly scheduled basis as required by NFPA 12, NFPA 25, NFPA 72, and NFPA 750, but no more than quarterly, semi-annually and annually. The contract is for a base year and four (4)-one year options. The contract type is firm fixed price. The performance work statement will be detailed in a solicitation that is scheduled to be released in the near future. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Set-Aside status: This solicitation is not scheduled for Small Business set-aside. The North American Industry Classification System (NAICS) code is 561621. The related small business size standard is $12.5 million. Conducting Business with the Government: In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the Central Contractor Registration (CCR). All Offerors must be CCR registered prior to receiving an award. Registration instructions may be obtained, and online registration may be accomplished, at www.fbo.gov. By submission of a quote, a vendor acknowledges the requirement to be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from the solicitation. Prior to quoting, it is preferred that vendors complete the Online Representations and Certifications (ORCA), which requires CCR registration including an MPIN number. Instructions may be obtained and required information may be entered at http://orca.bpn.gov. If you are not ORCA registered, you will need to complete and provide paragraphs (B) through (1) of provision 52.213-3 in the solicitation.
