- Solicitation number SPM4A5-10-R-1026, PR number 0027009265, NSN 2995-00-761-5935, for Parts Kit, Regulator. This is a sole source item, only one source cited in the Purchase Order Text (POT), Honeywell International, Inc (59364) P/N 650900-3.These parts are used on the Orion P-3 Aircraft. This is a Navy Critical Safety Item (CSI)and a Critical Application item requiring all gauges and other Measuring and Testing equipment to be properly calibrated I/A/W ISO 10012-1 or ANSI/NCLS Z540-1. Higher Level Contract Quality ISO9000 applies. Configuration Controls applies. This RFP will be issued on an Unrestricted, Other Than Full and Open Competition basis under the statutory authority of 10 U.S.C. 2304(c)(1), available from only a limited number of sources. RFP for a total quantity of 166 each with requested delivery 200 days after receipt of order (DARO) to Cherry Point, NC. Inspection/Acceptance at Origin, FOB at Destination. Adequate Data for the evaluation of alternate offers is not available at the procurement agency. The offeror must provide a complete data package including data for the approved and alternate part for evaluation. DSCR plans to award a Firm Fixed Priced Contract for Parts Kit, Regulator. Automated Best Value System (ABVS) applies; the final contract award decision may be based on a combination of price, past performance, and other evaluation factors as described in the solicitation. The solicitation will be issued on 30 Aug 2010, with a closing date of 30 Sep 2010. Quantity variance is Plus 0%, Minus 0%. This is not a commercial item.
