Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.501) with Zoll Medical, 269 Mill Rd, Chelmsford, MA 01824, (800) 348-9011, as the only responsible source that can provide eight (8) manual external defibrillators and eight (8) automatic external defibrillators (AEDs). This acquisition is being conducted under the FAR 13.5 test procedures for commercial items. Provisions and clauses in effect through Federal Acquisition Circular 2005-24 are incorporated. Naval Hospital Great Lakes has a need for the defibrillators. The manual external defibrillators shall be capable of advanced cardiac life support and have advisory capability. These systems shall be capable of SPO2, EtCo2, non-invasive blood pressure measurements and noninvasive pacing. These systems shall be capable of running on AC line power and via a battery. These systems shall be compatible with the installed base of Zoll defibrillators currently at the local VA facility. The AEDs shall operate on battery power, provide assistance to individuals suffering from sudden cardiac arrest, assist in cardiopulmonary resuscitation, and be compatible with both NHC Great Lakes’ and the local VA facility’s installed base of AED units. These systems shall come with both adult and pediatric defibrillation pads. Zoll is the only manufacturer that can provide manual external defibrillators that are compatible with the installed base of defibrillators currently at the local VA facility. Due to the integration of NHC Great Lakes and the local VA facility, the defibrillators must be compatible across to two facilities. Defibrillators are life support equipment and are used in emergency cardiac situations. Having two separate models from different manufacturers inserts variation. Each manufacturer has its own user interface and use conventions. Any variation inserts a probability of an operator error, which can easily result in unsuccessful outcomes to patients. Such outcomes include delayed or inappropriate defibrillation during a cardiac arrest will increase the likelihood of morbidity. Most of the Zoll defibrillators would have to be replaced to insure compatibility if another vendor's products were purchased. Items being purchased in this acquisition: Eight (8) manual external defibrillators and eight (8) automatic external defibrillators (AEDs) This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 423450 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by Zoll Medical.
