Description
Project Scope: This announcement is for the purpose of soliciting of prime construction contractors interested in submitting a proposal for providing Design/Build Construction services for the following: Construct a new 11KV Substation and a loop feeder system and all related work as required to provide redundant power to Ali Al Salem Air Base, Kuwait. This project will utilize three (3) existing 11 KV feeders available from a commercial power source. Presently Ali Al Salem is powered through 4 substations that are connected to Kuwaiti commercial power. Work shall include preparation of construction design documents and the construction required to provide fully functional facilities. Facilities shall be designed and constructed in accordance with U.S. Design Standards, safety, security, ecological standards, applicable local standards and other criteria as defined in the contract documents. The magnitude of this construction project is between $1,000,000 and $5,000,000. The contract period of performance is 180 days from notice to proceed. Additional Requirements: The contractor must be licensed to conduct business in the State of Kuwait. Plans and Specifications: Two (2) sets of the solicitation will be issued on a compact disk (CD) to prime contractors at no cost. The solicitation will not be provided to subcontractors, suppliers, plan rooms or vendors. The solicitation will not be available through the internet. Subcontractors, suppliers and vendors may request a copy of the plan holders list after the RFP is issued in order to contact prime contractors regarding business opportunities. Contracting Procedures: The solicitation will be a request for proposal (RFP). The award will be made based on the Lowest Price Technically Acceptable (LTPA), Firm Fixed Price proposal. The evaluation criteria will be conveyed within the RFP. Since the contract will be funded by a military construction appropriation the RFP will contain DFARS provision 252.236-7010, Overseas Military Construction-Preference for United States Firms. This provision states, in part, that military construction contracts funded by a military construction appropriation that are estimated to exceed $1,000,000 and are to be performed in countries bordering the Arabian Gulf shall be awarded only to US firms, unless, the lowest responsive and responsible offer of a US firm exceeds the lowest responsive and responsible offer to a foreign firm by more than twenty percent. Offers from firms that do not qualify as United States firms will be evaluated by adding twenty percent to the offer. U.S. Contractor Defined: to be considered a U.S. firm, the firm must be incorporated and have its corporate headquarters in the U.S.; have filed corporate and employment tax returns in the U.S. for a minimum of two (2) years (if required) and have filed State and Federal income tax returns (if required) for two (2) years; have paid any applicable taxes determined to be due as a result of such filings; and employ U.S. citizens in key management positions. The tentative date for issuance of Request for Proposal (RFP) W912ER-10-R-0066 is 1 September 2010. The tentative date for a Pre-Proposal Conference and Site Visit is 15 September 2010. The tentative date for receipt of proposals is 05 October 2010. Attendance at the site visit is limited to two (2) people per firm. Attendance is not mandatory. The site visit date is subject to change at any time due to air base operations. Information on the proposal conference and site visit will be conveyed in the RFP. Plan holders will be notified by email.
