Description
The National Institutes of Health (NIH) intends to negotiate under the authority of Federal Acquisition Regulation (FAR) 13.105 on a sole source with Ahura Scientific As part of the Office of Research Services (ORS), Security and Emergency Response Program (SER), the Division of Fire and Rescue Services (DFRS) is requesting that the requisition for Government Scientific Source, Inc. be processed with FY10 funding. The DFRS is responsible for the response to and mitigation of hazardous materials emergencies affecting the National Institutes of Health (NIH) community include staff, patients, and visitors. This responsibility presents an urgent and compelling need to increase our response capabilities, as funding is available, to ensure the safety of the NIH Community. This unit is needed to provide the personnel with the ability to identify unknown liquid and solid materials, in the field, during emergency situations. This unit will be replacing the HAZMAT ID, a Fortier Transfer Infra Red (FTIR) base instrument currently in inventory on the Hazardous Materials Unit. This instrument has been filing for approximately the past year, with the unit and its replacements/loaners being sent back to the Manufacturer 8 times and is currently as of this date out of service at the Manufacturer. A FTIR based instrument is required by the Metro Washington Council of Governments for a Type 1 Hazardous Materials Team. In FY09, the NIH DFRS was cleared as a Type 1 Team, one of only two others in the region. Ahura Scientific is the sole manufacturer of the TruDefender FT FTIR handheld spectrometer. This system is unique as the only ruggedized, waterproof and self contained FTIR spectrometer available on the market. This product is the only product on the market in its class to meet Mil-Spec 810F ruggedness specs and IP67 Waterproof specs. It uses proprietary Chemometric routines to identify unknown chemicals that are not available on any other FTIR spectrometers. The TruDefender FT is the only Spectrometer available on the market that will run the DecisionEngine 2.0 MX mixture analysis software for identifying and analyzing mixtures of chemical compounds. There is no other system on the market that uses this combination of Chemometrics and software routines. The truDefender FT is the only commercial spectrometer that contains signatures of chemical weapons and explosives as well as millions of other toxic chemical combinations. These chemicals are also linked to chemical hazard screens that provide information on the properties of the chemical that has been identified. This allows field personnel to rapidly deal with the hazardous chemical. These requirements make it ideally suited to use to identify unknown materials in the field. No other hand held FTIR spectrometers are available commercially that meet these field requirements. Ahura Corporation holds a number of patents on the components and chemometric routines that are used to make this system. Again, this is a notice of intent to negotiate on a sole source basis with Ahura Scientific for the continuation of services and is not a request for competitive proposals. The Government intends to issue a firm-fixed price purchase order for the services requested utilizing simplified acquisition procedures. Interested parties may identify their interest and capability to respond to the requirement or submit capability statements by email to Garnesl@od.nih.gov, Contract Specialist by August 09, 2010 at 1PM EST. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
