Description
Q1700100408 Under the authority of FAR 6.302-1(a)(2), the National Park Service intends to enter into negotiations with Acadia Partners for Science and Learning (APSL) on a sole source, non-competitive basis to coordinate park sponsored education and science workshops for students and the public at Acadia National Park in Winter Harbor, Maine. APSL is a non-profit organization founded to manage the Schoodic Education and Research Center (SERC) at Acadia National Park. The purpose of SERC is to facilitate NPS science and public education programs. APSL will provide lodging, meals, and classroom space for staff and volunteers for a weekend biodiversity discovery activity (Bioblitz) and for 800 middle school students as they attend overnight Science Education Adventure (SEA) programs. The Bioblitz and SEA programs will be operated on the SERC campus and APSL is the only entity authorized to provide housing, food service, and classrooms at SERC. It would be in the best interest of the government to have APSL provide lodging, classrooms and food service for the Bioblitz and SEA programs because they support the Park's mission and the programs are place-based on the SERC campus in the Schoodic section of Acadia National Park. Having program participants stay and eat in local communities will detract from the programs and greatly increase costs. Therefore, in accordance with the above cited authority, the government intends to enter into negotiations with Acadia Partners for Science and Learning within 15 days after publication of this notice. Programs will operate between August and December 2010. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract based upon responses of this notice is solely within the discretion of the government. NAICS 924120.
