- 2010-Q-12636 Document This is a combined synopsis/solicitation for commercial items in accordance with Subpart 13.5-Test Program for Certain Commercial Items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 2010-Q-12636 and it is issued as a request for quotation. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-44. This requirement is unrestricted and only qualified offerors may submit responses. The North American Industry Classification System (NAICS) code for this procurement is 112990 and the small business size is $0.75M. The Centers for Disease Control and Prevention (CDC), National Center for HIV/AIDS, Viral Hepatitis, STD and TB Prevention (NCHHSTP), Division of HIV/AIDS Prevention (DHAP), Lab Branch (LB) has a need to acquire the purchase and transportation of 15 Rhesus macaques; Indian origin; non-pregnant female; age: 3-10 years old; negative viral testing profile (BV,SIV,SRV, STLV); and 15 Cynomologus macaques; Chinese origin; non-pregnant female; age: 3-10 years old; negative viral testing profile (BV, SIV, SRV, STLV). Delivery shall be no later than 30 days from the award date and the FOB Point shall be Destination, Atlanta, GA. The following FAR provisions and clauses apply to this acquisition which may be found in the attached solicitation document: FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-2, Evaluation Commercial Items; FAR 52.212-4, Contract Terms and Conditions Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statuses or Executive Orders Commercial Items. By submission of an offer, the offer acknowledges the requirement that prospective awardees shall have posted their FAR 52.212-3 Offerors Representations and Certifications Commercial Items at website http://orca.bpn.gov. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. The award shall be made on a best value basis. The best value evaluation factors are Capability/Capacity, Past Performance, and Price. Additional information regarding this solicitation may be obtained from the solicitation document attached to this combined synopsis/solicitation. Offers shall be submitted electronically no later than 10AM EST, August 17, 2010 to Betty Vannoy, Sr. Contract Specialist, bbv9@cdc.gov, email subject line: RFQ 2010-Q-12636. Questions regarding clarification of solicitation requirements shall be submitted in writing to the Sr. Contract Specialist by email at bbv9@cdc.gov. It is requested that all questions be received by 2PM EST, August 10, 2010, as time may not permit responses to questions received after that date to be prepared and issued prior to the offer due date/time.
