FTR333 - Request for Proposal (RFP) CEPOA-CT-CM 5 August 2010 MEMORANDUM FOR RECORD SUBJECT: Request for Proposal (RFP) 1. TITLE: Y - Combat Pistol Qualification Course; Fort Richardson, Alaska (FTR333) 2. SOLICITATION NO.: W911KB-10-R-0029 4. Classification Code: Y - Construction of structures and facilities 5. DESCRIPTION: PROJECT INFORMATION: The project consists of construction of a standard Combat Pistol Qualification Course (CPQC) consisting of fifteen (15) fully-automated lanes. Primary facilities include automated targetry and instrumentation system, heated operation and storage building, 2-hole heated latrine with vault, lighted and heated enclosed bleachers 4-sided with 20 ft. wide roll-up door and exit door to seat 40 soldiers, heated general instructional building, heated ammunition issue building, service roads, unit staging area, site improvements, associated range power, and data transfer cabling. Heating is required for targetry equipment using a self-contained system. Anti-terrorism/force protection measures are included. Background: FTR333 - Combat Pistol Qualification Course (CPQC) is required to provide the basic war fighting marksmanship skills for all soldiers and other agencies stationed in the local area. The CPQC is used to train and test soldiers on the skills necessary to detect, identify, engage, and defeat stationary targets in a tactical array. This complex satisfies the training and qualification requirements of the 9mm,.38 caliber, and the.45 caliber Pistol. In addition, this range satisfies the requirement for the Military Police Qualification Course for the use of shotgun and small arms for Close Quarters Marksmanship training and qualification. PLACE OF PEFORMANCE: Fort Richardson, Alaska. CONTRACT VALUE: The estimated construction cost for this project is between $1.0M and $5.0M. CONTRACT INFORMATION: This solicitation will be a competitive HUBZone Small Business Set-Aside procurement. The procurement will be conducted using a single phase source selection procedure and the award will be made on the basis of the lowest evaluated price of the proposal meeting or exceeding the technical acceptability standards for all non-cost factors cited in this announcement and the solicitation. Proposals receiving an unacceptability rating for any of the evaluation factors will be excluded from consideration for award. Any resulting contract will be firm-fixed priced. NAICS Code: 237990 with a size standard of $33,500,000.00 ANTICIPATED NTP: 30 September 2010 with a 365 calendar days period of performance. Offerors are advised that a contract resulting from this solicitation is contingent upon Congressional approval. Should Congress not authorize this project or appropriate the funds, the solicitation will be canceled. If the project is canceled, all proposal preparation costs will be borne by the offeror. The Davis-Bacon Act will apply. All responders are advised that this project may be canceled or revised at any time during the solicitation, selection, evaluation, negotiation and final award. Joint ventures must also be registered in CCR as a joint venture. We advise contractors begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. SELECTION CRITERIA: The single phase source selection process will consist of two volumes. Volume I of this acquisition will evaluate offerors considering the following factors: Construction Experience, Past Performance, and Project Duration/Summary Milestone Schedule. Volume II will include price. The Government will evaluate the proposals in accordance with the RFP technical evaluation criteria, and award a firm-fixed price contract to the responsible offeror whose proposal conforms to all the terms and conditions of the solicitation and whose proposal is determined to represent the Lowest Price Technically Acceptable proposal.
