Description
The GSA Region 8, Denver Federal Center, Colorado Service Center utilized the Regional IDIQ Contract (GS-08P-07-JB-D-0018) for secondary services. The M.E. Group, Inc. was selected as the Commissioning Team, with a total contract award of $168,600.00 CLIN 2001 Commissioning Services CxA Option Period 2 - Secondary ME Services for the Wayne Aspinall federal building in Grand Junction, Colorado. The requesting commissioning services will include, but are not limited to review of all construction documents, design/build docments, construction observation, equipment testing, analysis and approval. The project will require full-time services. Project Description: The General Services Administration (GSA) intends to award a firm-fixed price Design-Build Contract for the partial modernization of the Wayne Aspinall Federal Office Building, pursuant to the Federal Acquisition Regulation (FAR) Two-Phase Design-Build Selection Procedures (FAR Subpart 36.3). Major elements of the proposed work include replacement of the mechanical HVAC systems, plumbing systems, elevator, roof, upgrades to the lighting, lobby, security, interior public / common spaces, and tenant space. All of the work will be completed with the intent of providing the most energy efficient building achievable in accordance with the American Recovery and Reinvestment Act of 2009 Minimum Performance Criteria. The design-build scope of work includes all labor and materials required to provide architectural, engineering, construction, and other related services necessary to modernize the federal building compliant with applicable codes. Related services may include, but are not limited to, site planning, soil borings, archaeological monitoring, utility relocation, environmental mitigations as needed, permitting, testing and inspection during construction, commissioning and potential additional geotechnical analysis of the site. The project consists of a partial modernization project for the Wayne Aspinall Federal Building (FB). This work is performed under the direction of the U.S. General Services Administration (GSA), Rocky Mountain Region 8, Public Buildings Service (PBS). Grand Junction 's historic downtown. It is an existing multi-tenant professional office building and courthouse with 3 stories above grade and a basement, and is listed on the National Historic Register. As of December 2009, the FB contains 41,562 gross square feet (GSF), 36,907 rentable square feet (RSF), and 24,129 usable square feet (USF). The building is currently occupied by the following tenants: US Senate GSA - PBS, Field Office Department of Justice (DOJ) - Federal Bureau of Investigation (FBI) DOJ - Immigration Review (EOIR) DOJ - U.S. Marshals Service (USMS) DOJ - U.S. District Courts DOJ - Probation DOJ - U.S. Attorneys Office Corps of Engineers (USA COE) Social Security Administration (SSA) Internal Revenue Service (IRS) Labor Department (LD) - Wage and Hour Division (WHD) The FB will remain occupied during demolition / construction. The FB is located at 400 Rood Avenue, Grand Junction, CO, as shown in figure 1.0. The FB is a long-term GSA-held assets situated in a prime location downtown with public transportation within the central business district, with a stable tenant base and a high reinvestment need.
