This combined synopsis/solicitation is for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and an additional written solicitation will not be issued. This synopsis/solicitation is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures under the test program for certain commercial items found at FAR Part 13.5 The resultant purchase order shall be Firm-Fixed-Price with the BTA DAI i-supplier as the payment method. Quotations shall be evaluated on a best value basis. This solicitation is being issued as a Request for Quotation; solicitation number HQ0566-10-Q-0023. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43, effective July 2, 2010. This solicitation is issued as an 8(a) set-aside. The NAICS Code is 541611. The size standard is $7 million. BTA Warfighter Requirements Directorate (WRD) has a requirement for financial management and business systems expertise in support of the Department of Defense efforts to establish and maintain fiscal accountability in both contingency and expeditionary environments. Resultant contract will support Commercial Vendor Services (CVS) and Financial Management Company (FMCO) operational leadership in Afghanistan. BTA-WRD seeks to identify, address and optimize the enablement of end-to-end business process as defined in the DoD Business Enterprise Architecture (BEA). This effort focuses on the Procure to Pay (P2P) process which encompasses all business functions necessary to obtain goods and services. This includes such functions as requirements identification, sourcing, contract management, purchasing, payment management, and receipt/debt management. The overall effort is to enable accountability throughout the "P2P" process through the stabilization and increased usage of core business systems to support current operations at the tactical level in both contingency and expeditionary environments. See the attached PWS file for a description of the requirement. The period of performance is a one (1) year Base Period with one six (6) month option period. Place of Performance: CENTCOM AOR - Afghanistan. FOB point is Destination. Inspection and acceptance shall be at Destination by the Government. Quotations shall be evaluated on a best value basis. Provisions and clauses applicable to this acquisition are found in attached file. The provisions of FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items and DFARS 252.212-7000, Offeror Representations and Certifications -- Commercial Items apply. Offerors must include a completed copy of these certifications with their quote or ensure a completed ORCA is available for download.
