- The proposed acquisition is a total small business set-aside. Offers from other than small business concerns will not be considered. The NAICS code applicable to this acquisition is 562991 with a Small Business Size Standard of $7.0 million dollars in average annual receipts as determined by 13 CFR 121.104. The US Army Corps of Engineers, Walla Walla District is issuing a solicitation for commercial service prepared in accordance with Federal Acquisition Regulation 12.6 for providing and maintaining portable toilet rentals and pumping CXT vault toilets for the three-county parks and recreational areas managed by the Ice Harbor Natural Resources Management Office, 2339 Monument Drive, Burbank, WA 99323. The solicitation will be available for downloading on or about 6 August 2010. QUOTATIONS are due by 19 August 2010, NLT 1:00 p.m. Pacific Time Zone. In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the Central Contractor Registration (CCR). All Offerors must be CCR registered prior to receiving an award. Registration instructions may be obtained, and online registration may be accomplished, at http://www.ccr.gov. By submission of a quote, a vendor acknowledges the requirement to be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from the solicitation. Offerors need to include a completed copy of provision at FAR Clause 52.212-3, Offeror Representations and Certifications-Commercial Items with their offer. Prior to quoting, it is preferred that vendors complete the Online Representations and Certifications (ORCA). To do so requires CCR registration, including an MPIN number. Instructions may be obtained, and required information may be entered, at http://orca.bpn.gov. If you have completed the ORCA certification, please complete and provide paragraph (b) of FAR Clause 52.212-3 in the solicitation. If you ARE NOT ORCA certified, you will need to complete and provide paragraphs (c) through (m) of provision FAR Clause 52.212-3 in the solicitation.
