Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number M00681-10-T-0124 is issued as a Request For Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-44 and the Department of Defense Federal Acquisition Regulation Supplement (DFARS), current to DCN 20100713. This acquisition is being solicited as a Total Small Business Set Aside. The North American Industry Classification System (NAICS) code for this acquisition is: 423830 (Industrial Machinery and Equipment Merchant Wholesalers), and the size standard associated with this NAICS code is: 100 employees. Vendors that are not registered under this NAICS code will not be considered for this acquisition. Marine Corps Base Camp Pendleton, CA has a requirement for the following: CLIN 001. Item: Variable Frequency Drive (VFD) Controllers. Quantity: 29. Unit of Issue: Each. Description: The VFD Controllers will be used to control the speed of a custom made Hytrol conveyor system. The VFD Controllers can be Commercial Off the Shelf items or custom made, but they must be certified by Hytrol to be compatible with their systems unless they are custom manufactured by an authorized Hytrol distributor. Each VFD Controller must have the following minimum components: starter, contactor, device net input/output module, and an externally operated safety switch; the components must be contained in an enclosure that will be attached to the conveyor. Required Delivery Date: 40 Days ARO. Place of Delivery: Building 2251, Marine Corps Base Camp Pendleton, CA 92055. F.O.B: Destination. CLIN 002. Item: Installation and Reprogramming of Conveyor Software. Quantity: 1. Unit of Issue: Each. Description: All work related to the installation of the VFD controllers, including reprogramming of the conveyor system, must be done by an authorized Hytrol distributor. The intent of the Government is to avoid duplication of costs that would arise if work is performed by a vendor that is not familiar with the conveyor's custom operating software and its maintenance. Required Delivery Date: 40 Days ARO. Installation and reprogramming should take no more than 4 days. Place of Delivery: Building 2251, Marine Corps Base Camp Pendleton, CA 92055. F.O.B.: Destination. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Past Performance, Price, Delivery Timeframe. Vendors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with their quotes. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. A, Central Contractor Registration; 252.211-7003 Alt 1, Item Identification and Valuation; 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, with these additional clauses cited: 252.225-7001, Buy American Act and Balance of Payments Program; 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
