- The Internal Revenue Service intends to issue a purchase order on a sole source basis to the Tax Analysts for renewal subscription of online edition of Tax Notes. Tax Notes includes all text, charts and graphics contained in the paper edition of the Tax Notes publication. Period of Performance is from date of award – September 30, 2010 with three (3) one-year option periods through September 30, 2013. The line items are as follows: 0001 Base Year – Thirty-Four Subscriptions to the Complete Online Edition of Tax Notes, 1001 – Option Year One – Thirty-Four Subscriptions to the Complete Online Edition of Tax Notes, 2001 – Option Year Two – Thirty-Four Subscriptions to the Complete Online Edition of Tax Notes and 3001 – Option Year Three – Thirty-Four Subscriptions to the Complete Online Edition of Tax Notes. This procurement is an unrestricted set aside, NAICS code is 511120, and the small business standard is 500 employees. All responsible sources who can provide the above requirement shall submit written quotations via emailed to faith.m.ashton@irs.gov, no later than 15 calendar days from the posted date of this notice. Organizations submitting quotes should address the cost of membership fee and a description of the services/materials the fee includes: service (and related costs) that are available but not limited to membership fees; listing of reference materials maintained by the organization (research and completed studies); description of corporate history, mission, and organizational membership. Quote should include resume of the proposed on site contract/research manager and at least three (3) corporate references, Federal Tax ID Number and DUNS number if available. Award will be based on price, past performance and delivery. All quotes shall include price(s); FOB point; a POC (name and telephone number); GSA contract number if applicable; business size and payment terms. The following Federal Acquisition Regulation (FAR) provisions and clauses in effect through FAC 2005-44 are applicable to this procurement: 52.213-2 – Invoices (Apr 1984), 52.213-3 – Notice to Supplier (Apr 1984), 52.213-4 – Terms and Conditions – Simplified Acquisitions (Other Than Commercial Items) (Oct 2008), 52.217-8 – Option to Extend Services (Nov 1999), 52.217-9 – Option to Extend the Term of the Contract (Mar 2006), 52.232-18 – Availability of Funds (Apr 1984), 52.232-19 – Availability of Funds for the Next Fiscal Year (Apr 1984), 52.232-33 – Payment by Electronic Funds Transfer – Central Contractor Registration (Oct 2003), 52.247-34 – F.O.B. Destination (Nov 1999), 52.252-1 – Solicitation Provisions Incorporated by Reference (Feb 1998), 52.252-2 – Clauses Incorporated by Reference (Feb 1998), 52.243-1 Alt 1 - Changes – Fixed Price (Aug 1987) – Alternate I, IR1052-01-001 – Electronic Funds Transfer (EFT) Payments and IR1052-01-002 – Paid System. Offeror shall include a fully executed copy of FAR provisions at 52.204-8 – Annual Representations and Certifications (Feb 2009), with their quote. All Treasury contractors are required to be registered in the DOD Central Contractor Registration (CCR) database prior to receipt of award. Quotes are limited to 10 pages and will be accepted by facsimile or e-mail as stated above. If no responses are received, award will be made to the Tax Analysts.
