Description

The Internal Revenue Service intends to issue a purchase order on a sole source basis to the Economic Research Institute (ERI) for renewal subscription of ERI’s Professional Assessor Series platform library database, including quarterly updates. Membership includes access to the online Salary Assessor Professional Edition, Geographic Assessor Professional Edition, Relocation Assessor Professional Edition, Nonprofit Comparables Assessor & Tax-Exempt Survey Professional Edition, Executive Compensation Assessor Professional Edition and Occupational Assessor Consultant Edition. Period of Performance is from August 30, 2010 through August 29, 2011. The line items are as follows: 0001 Annual subscription of 16 seats to ERI Professional Assessor Series platform library database and 0002 Annual subscription of 1 seat to ERI Professional Assessor Series platform library database for Mitzi Steenberg. This procurement is an unrestricted set aside, NAICS code is 511120, and the small business standard is 500 employees. All responsible sources who can provide the above requirement shall submit written quotations via emailed to faith.m.ashton@irs.gov, no later than 15 calendar days from the posted date of this notice. Organizations submitting quotes should address the cost of membership fee and a description of the services/materials the fee includes: service (and related costs) that are available but not limited to membership fees; listing of reference materials maintained by the organization (research and completed studies); description of corporate history, mission, and organizational membership. Quote should include resume of the proposed on site contract/research manager and at least three (3) corporate references, Federal Tax ID Number and DUNS number if available. Award will be based on price, past performance and delivery. All quotes shall include price(s); FOB point; a POC (name and telephone number); GSA contract number if applicable; business size and payment terms. The following Federal Acquisition Regulation (FAR) provisions and clauses in effect through FAC 2005-44 are applicable to this procurement: 52.213-2 – Invoices (Apr 1984), 52.213-3 – Notice to Supplier (Apr 1984), 52.213-4 – Terms and Conditions – Simplified Acquisitions (Other Than Commercial Items) (Oct 2008), 52.232-33 – Payment by Electronic Funds Transfer – Central Contractor Registration (Oct 2003), 52.247-34 – F.O.B. Destination (Nov 1999), 52.252-1 – Solicitation Provisions Incorporated by Reference (Feb 1998), 52.252-2 – Clauses Incorporated by Reference (Feb 1998), 52.243-1 Alt 1 - Changes – Fixed Price (Aug 1987) – Alternate I, IR1052-01-001 – Electronic Funds Transfer (EFT) Payments and IR1052-01-002 – Paid System. Offeror shall include a fully executed copy of FAR provisions at 52.204-8 – Annual Representations and Certifications (Feb 2009), with their quote. All Treasury contractors are required to be registered in the DOD Central Contractor Registration (CCR) database prior to receipt of award. Quotes are limited to 10 pages and will be accepted by facsimile or e-mail as stated above. If no responses are received, award will be made to the Economic Research Institute.
