- ***NOAA'S Acquisition and Grants Office, Western Acquisition Division - Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with High Precision Devices to supply ten (10) battery module replacement units made of machined aluminum and foam construction battery boxes with internal computer circuitry board and four AA battery packs. ***The sole source determination is based on the Global Monitoring Division (GMD) of the National Oceanic and Atmospheric Administration's (NOAA) requirement for equipment to be used in their Global Air Sampling Network. Part of this network is made up of aircraft which collect air samples while in flight around the globe. The sampling system has two units; a programmable compressor package and a programmable flask package. This highly customized equipment has limited space and specific technical requirements in which to house the customized battery/circuitry packs. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 10 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
