Description
TITLE: 2011 ATLANTIC SALMON POSTSMOLT TRAWL SURVEY The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting quotes, on behalf of Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS) for Atlantic Salmon Postsmolt Trawl Survey support for projects relative to the Northeast fisheries. The Atlantic Salmon Research and Conservation Task of the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) requires the service of two surface trawling vessels for a pair trawling study in support of general oceanography and fishery-related research operations in the Gulf of Maine. The successful Contractor shall furnish the necessary personnel, materials, equipment, services and facilities (except as otherwise specified), to perform the following statement of work/specifications. The vessels will be involved in conducting a range of ecosystem-based sampling with special interest in Atlantic salmon (Salmo salar). The primary vessel (vessel leading pair trawl events) and secondary vessels must be able to carry at least 4 scientists for a minimum of 18 days with the option of up to 30 days beginning on or about May 1, 2011. Both vessels shall be made available for 24 hours for staging prior to the cruise and for 6 hours during a period from 7am - 7pm for de-staging at the end of the lease period. A more detailed description of each vessel's general requirements, each vessel's operational requirements for the cruise and the each vessel's scientific-related capabilities and requirements are provided below. The proposed contract is 100% total small business set aside. The North American Industry Classification System (NAICS) code for the acquisition is 114111 Finfish Fishing. The small business size standard is $4M. The solicitation and proposed fixed price contract will be issued utilizing the test procedures identified in FAR Subpart 13.5, Test Program For Certain Commercial Items and will be evaluated on a best value basis wherein the following factors 1 - 4, listed in descending order of importance, when combined, are significantly more important than price: (1) Vessel characteristics and configuration (2) Vessel's commercial fishing history fishing capability (3) Master's and crew's work experience and qualifications (4)Pertinent vessel documentation including stability letter, marine insurance coverage, and structural survey or insurance inspection and (5) Price. All responsible sources may submit a quote that shall be considered by the agency. To be eligible for award, vendors must obtain a DUNS number (this may be done by calling 1-800-333-0505) and be registered with the Central Contractor Registration (CCR): www.ccr.gov. Prospective contractors are also required to complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with the required CCR registration. The solicitation will be available electronically on or about August 04, 2010 via FedBizOpps at www.fedbizopps.gov. Amendments to the solicitation will also be provided on the Internet using the same protocol listed above. Telephone requests for hard copies will not be honored.
