- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Naval Sea Systems Command, Program Executive Office Littoral Mine Warfare (PEO LMW), intends to extend the period of performance through August 2012 to issue orders on multiple occasions under Basic Ordering Agreement (BOA) N00024-07-G-6324 with Science Applications International Corporation (SAIC), 10260 Campus Point Drive, San Diego, CA 92121. This will allow for the ordering of services and software support for the fielded Mine Warfare and Environmental Decision Aids Library (MEDAL) program. Orders will be issued pursuit to 10 U.S.C. 2304(c )(1). SAIC is currently under contract for the development of the Mine Warfare and Environmental Decision Aids Library (MEDAL). This system was originally a prototype decision support system for the Mine Countermeasures Commander. Due to the Governments demand for software upgrades to the present MEDAL software product baseline maintained and supported by SAIC, the cost and time to develop new sources of expertise and transition to alternative software development sources is not feasible. SAIC has developed expertise in Mine Warfare Command and Control that includes mission planning, evaluation, risk and situational awareness that is not possessed elsewhere in industry. Additionally, SAIC has the expertise to integrate MEDAL software into the Global Command and Control System “ Maritime (GCCS-M) product baseline for verification of the softwre prior to delivery to the fleet. The extended period of performance is estimated, August 2010 through August 2012. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
