- The Regional Contracting Office, Marine Corps Base Hawaii (MCBH) is soliciting sources for bus services on and may be off MCBH, Kaneohe Bay for the period of 25 September 2010 from 8:30 a.m. through 12:00 midnight and on 26 September 2010 from 8:30 a.m. through 7:00 p.m. for the Kaneohe Bay Air Show . The Contractor shall provide the supervision, labor, bus dispatcher(s), and equipment required to provide shuttle bus services for transporting both military and non-military personnel between designated parking areas and designated drop off and pick-up points aboard MCBH and may be required to perform services at designated schools in the Kailua area. The Contractor shall furnish CLIN 0001 46 each 46-passenger (adult) busses with qualified bus drivers, fuel, and incidentals; and CLIN 0002 4 each 13-passenger (adult) handicapped accessible buses with qualified bus drivers, fuel, and incidentals, and CLIN 0003 Bus dispatcher. The bus transportation services shall be from within MCBH, and possibly to and from schools in the Kailua area (exact on and off base routes TBD and will be provided to the contractor at the post award briefing), and take place between 0900 through 2400 on September 25th and take place between 0900 through 1900 on September 26th 2010. The contractor shall report no later than 0830 to MCBH Motor Pool, Bldg. 352 for initial route assignments, and security briefs. MCBH will grant access to the base on September 25th and 26th September 2010. For both days, the buses will depart no later than 2400 on September 25th and 1900 on September 26th. The buses shall transport passengers between designated parking lots and designated drop off and pick-up points on and off MCBH (exact on and off base routes TBD and will be provided to the contractor at the post award briefing). The buses shall run continuously from 0900 to 2400 on Saturday September 25th a total of 16 hours, and from 0900 to 1900 Sunday September 26th a total of 10 hours. The approximate on base route is 4 miles round trip. The bus may be required to pick-up and drop-off passengers to schools in the Kailua area with the mileage being uncertain at this time. Bus dispatchers shall be on-site, and stationed at the MCBH Motor Pool, Bldg 352 or other area(s) as designated by MCBH. The Request for Quotation (RFQ) number is M00318-10-T-0073. This procurement is reserved for small businesses. NAICS and the small business size standard for this procurement is 485510 and 7.0 million respectively. The anticipated contract will be a firm fixed-price contact. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and past performance considered.
