Description
RECOVERY ACTION The National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), has a requirement for a Grants Online Review Module the Grants Online grants management software application. Grants Online is a Government-owned, custom-developed major software application used by Department of Commerce (DOC) bureaus and grant making line offices. Grants Online serves over 6,000 registered Federal Program Officers and Grantee users. The Grants Online PMO works in conjunction with Department of Commerce grant making line offices to support grant making activities. The Grants Online system interfaces with the Department of Health and Human Services (HHS) "Grants.Gov" grants application portal and integrates with other Federal grant management support systems. The performance period will be 12 months from date of award anticipated to be 9/15/2010 or whichever occurs later. This procurement will be awarded as a Task Order under GSA Schedule. The acquisition will be issued as a Request for Quest (RFQ) in accordance with FAR Part 8.405 and Best Value Procedures. The RFQ will be released on or about August 3, 2010 with quotes due thirteen (13) calendar days afterwards, the E-Buy RFQ Number is 488393, and an anticipated award date of September 15, 2010. The Government anticipates awarding a Time and Materials task order to the contractor who represents the best overall value based on price and non-price factors (technical and past performance) with non-price factors being significantly more important than price. A Time and Materials task order is most appropriate as it is not possible to accurately estimate the extent or duration of the Grants Online Review Module Development or to anticipate costs with any employed from the outset for the development. The RFQ will be issued via electronic posting at E-Buy on GSA Advantage at the web page www.gsaadvantage.gov. Hard copies of the RFQ will not be issued. GSA Schedule Holders under GSA Federal Supply Schedule 70 -GENERAL PURPOSE COMMERCIAL INFORMATION TECHNOLOGY EQUIPMENT, SOFTWARE, AND SERVICES, SINs 132-51, Information Technology Services, will be the only contractors eligible to submit a quote. It is incumbent upon contractors to monitor E-Buy for the release of the RFQ. All responsible sources may submit an offer which shall be considered by the agency.
