Description
CAP SECTION 14, ELK RIVER, near the City of Elk River, Sherburne County, Minnesota. The work consists of, but is not limited to, furnishing all plant, labor, material, and equipment to stabilize the existing riverbank adjacent to Sherburne County Road 35 on the Elk River where overland flow from the roadway adjacent to the river combined with channel flow at the base of the slope has resulted in erosion of the bank to within a few feet of the shoulder of the road. Remedial actions to stabilize the slope include removal of the exposed portions of existing timber curbing, timber and concrete retaining walls, concrete/grout placed on the slope between walls, and drainage culvert as well as placement of R20 riprap and B1 bedding on the exposed channel bank to a finished 1V on 2H slope. The minimum thicknesses of the R20 riprap and B1 bedding are 18 inches and 6 inches, respectively. The R20 riprap and B1 bedding are standard Corps gradations used on similar projects. In addition to the riprap and bedding slope, a riprap bench with a 5-foot top width and a minimum 18 inch thickness will be placed at the toe of the slope. Live willow stakes will be placed along portions of the reach above the rock to provide additional protection. Trees within the work limits will be cleared as necessary to access the site. Approximately 350 linear feet of concrete curb and gutter will be constructed along the south shoulder of the highway to divert overland flow away from the critical area of erosion to a location further east where it can be safely discharged into a swale adjacent to the highway. An erosion stabilization mat along with topsoil and seed will be placed at the location where the flow enters the swale. Paving work will include placement of bituminous pavement on the highway shoulder between the new curb and gutter and the driving lane as well as replacement of any pavement damaged by construction. Turf establishment will be required along the top of the channel bank above the riprap as well as anywhere where the Contractor's operations disturb/damage the existing ground surface. This work will include placement of topsoil, seed as well as an erosion control blanket for the turf adjacent to the top of the bank. A guard rail approximately 275 linear feet in length will be installed adjacent to the highway. The estimated price range for this acquisition is between $250,000 and $500,000. The North American Industry Classification System (NAICS) code is 237990 with a small business size standard of $33.5 million. This solicitation will be issued as an Invitation for Bids (IFB) and will be 100% set aside for Service-Disabled Veteran-Owned Small Businesses. The solicitation with drawings will be issued on or about August 13, 2010.
