Description
This notice of intent to issue a sole source was originally published under Solicitation No. HSHQDC-10-R-00051 and is hereby re-advertised. All responsible sources may submit a bid, proposal, or quotation that will be considered. The Department of Homeland Security (DHS), Science and Technology Directorate, Chemical and Biological Division, Agriculture Branch, has a requirement to acquire non-personal support services for the Plum Island Animal Disease Center (PIADC) under its mission to identify potential threats under its national foreign animal disease and agriculture biosecurity Research and Development program. The Contractor shall provide the staff for support in the following areas: Vaccine & Biotherapeutic Development, Vivarium Operations/Oversight, Vaccine and Assay development, Sample Processing, Serological Assays, Biotherapeutic Support, Support of the Attending Veterinarian, Support of Animal Studies. Specifically, tasks will support the Foreign Animal Disease countermeasure program, including but not limited to, vaccines and antiviral Biotherapeutics. The support services include, but are not limited to the following: subject matter expertise; administrative, scientific and technical support; and clinical veterinary support related to foreign animal disease research and countermeasure development to PIADC. Due to the nature of the work performed at the PIADC, all personnel working on the island must obtain a security clearance through DHS. The proposed period of performance is a 12-month base and two, 12-month options, for a total of 36 months. The DHS intends to satisfy this requirement by soliciting, negotiating, and awarding a sole source contract to The McConnell Group, 1901 Research Blvd, Rockville, MD 20850 - a service-disabled veteran-owned small business (SDVOSB) concern. The statutory authority permitting other than full and open competition is 41 U.S.C. § 253(c) (5), implemented by the Federal Acquisition Regulation (FAR): 6.302-5, Authorized or required by statute. The statute authorizing this sole source procurement is The Veterans Benefit Act of 2003 (15 U.S.C. § 657f). The McConnell Group is the only service-disabled veteran owned small business (SDVOSB) capable of supplying the cleared personnel to the Plum Island facility with the required expertise in foreign animal diseases.
