- THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items. This is a full and open competitive solicitation no. L09PS03052 is issued as a Request for Quotes (RFQ). Contractors submitting a quotation must be registered in the Central Contraction Registration web site. The address to register is www.ccr.gov this is a requirement for collection a native seed from the vicinity of the Atwell Island Restoration Project. Starting date will be determine by the COR.The contract will be awarded based on the average price (Using the Friedmann Statistical Test) of 19 potential native plant species for collection. (This is not the entire list of species that will be collected under this contract). Prices of seed not shown on the list will be negotiated at the time of request.Commercially grown-out seed is not acceptable under this contract. The bid price will be based on seed that has been processed to the point that it will pass through a Truax Range Drill, an Imprinter, or a broadcast seeder. All sticks, rocks, and other rough material will be removed. Seed heads will be broken up to the point that individual seeds will be planted (not the whole seed head). Please provide price per pound for the following seeds: Atriplex polycarpa, Atriplex lentiformes, Atriplex spinifera, Sporobolus ariode, Sueda moquinii, Isocoma acradenia, Hemizonia pungens, Phacilia ciliate, Allenrolfia occidentalis, Frankenia salina, Sesuvium verrucosum, Lasthenia californica, Lasthenia ferraisia, Layia glandulosa,Grindellia camporum, Isomeris arborea, Malacothrix coulteri, Lepidium dictyotum, and Eremelche ParryiINSTRUCTIONS TO OFFERORS: Quotes can be submitted to ca_solicitations@ca.blm.gov or faxed to 916-978-4444 and must include: RFQ number, the company name and address. Point of contact, phone number, fax number, unit price, the qualifications and three most recent references. Quotes will be due in this office no later than Wednesday August 25, 2010 by 2:00 P. M. PST
