Description
USTRANSCOM/TCAQ-CP anticipates issuing a Request for Proposal (RFP) for international charter cargo airlift services on or about 1 Sep 2010. Service will consist of weekly scheduled intratheater routes in both the Atlantic and Pacific Theater with additional ad hoc services when required. In order to be eligible for an award an offeror must meet the following requirements: 1. Offerors must be DOD approved carrier as required 32 CFR 861 and a member of the Civil Reserve Airlift Fleet (CRAF) by the time of the award and hold an air carrier's operating certificate issued by the FAA under Part 121. Offerors must operate aircraft (either owned or leased) and have the capability to: (a) Transport 30-65 passengers in addition to supporting nine (9) to twelve (12) 463L contoured pallets with the dimensions 108 inches in length X 88 inches in width X minimum height of 64 inches. (b) Be certified to transport hazardous cargo, Classes 1-9. The performance period for this requirement will start on or around 1 Oct 2011 to 30 Sep 2012. This requirement also has a one year option period from 1 Oct 2012 to 30 Sep 2013. This RFP will be issued under FAR Part 12, Acquisition of Commercial Items. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
