CLIN Breakout Spreadsheet Past Performance Questionnaire Package Past Performance Matrix Relative Experience Matrix Workforce Qualification Spreadsheet Quality Assurance Surveillance Plan NAWCTSD 4330-60 Wage Determination Security Classification Specification DD Form 254 - 'For Bidding Purposes Only' CDRL DD Form 1423, A003 CDRL DD Form 1423, A002 CDRL DD Form 1423, A001 Solicitation/RFP: This is for the procurement of NAVAIR Air Vehicle Engineering and Technical Support Services. The Naval air Warfare Center, Aircraft Division has a requirement for engineering services in support of the Naval Air Systems Command (NAVAIR) Air Vehicle Engineering Department (AIR 4.3) and the Manned Flight Simulator (MFS) / Air Combat Environment Test and Evaluation Facilities (ACETEF, AIR 5.4). They require unique engineering/technical services to support development and utilization of advanced air vehicle technology for evaluating air vehicle flying qualities and controllability, developing simulation software, and building prototype simulations. These efforts are focused across a broad business base comprised of work from Integrated Program Teams (IPT’s), Externally Directed Teams (EDT’s) and Enterprise Teams (ET’s). This procurement is being conducted on a “best value” basis and will include qualitative evaluation factors and tradeoff process procedures. Outcomes to be achieved: The contractor will provide personnel to conduct analytical, engineering, software programming, technical operations and administrative support to the Air Vehicle Engineering Department in the following technical areas: - Modeling of Aircraft and UAV Systems - Flight Test Data Management - Control System Design Analysis - Digital Flight Control Systems - Incident Investigation - Pilot-in-the-Loop Simulation Operation - Trainer System Development Support - Controls Analysis and Simulation Test Loop Environment Support - Unmanned Air Vehicles and Unmanned Aerial Systems - GPWS/TAWS/CAS Algorithm Development - Network-Centric Warfare - Deployed Virtual Training Environment - Technical Training - Quality Assurance/Process Improvement/Configuration Management - Program Management ELIGIBILITY: The applicable NAICS Code for this requirement is 541330. The period of performance will consist of one base-year and four one-year option periods. Important Notice: According to FAR 4.11, prospective vendors must be registered in CCR prior to the award of a contract, basic agreement, basic ordering agreement, or blanket purchase agreement. According to FAR 52.204-7, to register in CCR a firm must have a Data Universal Numbering System (DUNS) number. The DUNS number is assigned by Dun & Bradstreet Inc. (D&B) to identify unique business entities. Lack of registration in the CCR database will make an offeror ineligible for award. Please ensure compliance with this registration when submitting your offer.
