Description
Description: 1. Subject: The Department of Commerce (DOC) is conducting market research for a technology solution for an automated vehicle sharing services solution. 2. Disclaimer: This is a sources sought synopsis only. This is NOT a solicitation, a request for proposals, or a request for quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified business sources. Neither, unsolicited proposals nor any other kinds of offers will be considered in response to this Request for Information (RFI). No contract will be awarded pursuant to this RFI. 3. Background: DOC is seeking to determine the size and make-up of the market of possible vendors to administer an automated vehicle sharing system that would enable the Department to effect significant fleet reductions, while avoiding any negative operational or administrative impacts. The period of utilization of vehicles is generally between 2 hours and 1 day. DOC will be targeting light duty vehicles (sedans, minivans, and sport utility vehicles) for replacement because the functionality provided by these vehicles can be accommodated more economically through other means, such as an automated vehicle sharing system. Consequently, DOC needs to determine the market of possible vendors who would be able to provide such services in a manner that accommodates the Department's operational requirements, while generating overall cost avoidance. 4. Service Requirements: The contractor would be responsible for providing all labor, resources, management, and oversight to accomplish the following tasks: a. Provide a 24-hour per day, 7 days per week reservation system using both the Internet and the telephone that could be accessed by DOC employees. The respondent should also have the ability to coordinate all aspects of the program. b. Provide service representatives to deal with questions and or customer needs. c. Maintain the automated vehicle sharing solution and vehicle assets. d. Maintain a database of departmental usage information for charge-back and reporting purposes. The database and reservation system must have the ability for users to access vehicle usage logs, vehicle status and reservations. e. Provide a reporting protocol that presents information about vehicle usage. f. Have its web-based scheduling system secured so that all records and files remain confidential, available, and recoverable. g. Provide properly placed vehicles of the proper type (primarily sedans) and of the correct environmental attributes (hybrids, plug-in hybrids, or flex fuel vehicles) in locations proximate and convenient to federal employees working in the Herbert C. Hoover Building and nearby locations. h. Provide 24-hour emergency roadside assistance and should also have the ability to replace inoperable vehicles if they can not be returned to service immediately. i. Provide full service for all vehicles including preventive maintenance, corrective maintenance (including accidents), fueling, parking, car washing and detailing, and insurance. Full service also includes all vehicle management responsibilities, administrative and otherwise. j. Provide and Install onboard telematics equipment in any government vehicle if required. k. Provide agency fleet managers with detailed vehicle utilization reports. These reports must be provided in an electronic medium on a weekly basis to the Program Manager and include at a minimum: Start and end time/dates Miles driven Vehicles used Starting and ending locations Quantity of reservations by vehicle by date l. Provide training to government employees on how to use the reservation system. m. Provide training to agency fleet managers on how to administer the system. 5. Responses must be received by this office on or before 4:00 PM [Insert date]. This RFI is not a commercial solicitation. The Government will not pay for any information submitted, or for any costs associated with providing the information. All respondent questions shall be submitted in writing. 6. Release of Claims, Liability, and Preparation Expenses: Respondents are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI marked as "proprietary" will be handled accordingly. Information provided as a response to the RFI will not be returned.
