Description

The Department of Homeland Security, United States Coast Guard (USCG), intends to award a Contract Modification to an existing Contract on a basis other than full and open competition. This notice is posted prior to award of the modification to determine if any other vendors may be able to compete. The existing contract with Marinette Marine Corporation is an Indefinite Delivery-Indefinite Quantity (IDIQ) contract to deliver a standardized fleet of 180 RB-Ms, project management, technical support, spare/repair parts, and the associated logistics technical data necessary to support the fleet in sustainment. The contract modification will allow for (1) non-recurring engineering (NRE) effort to make engineering and logistics system revisions required to support improvements to the RB-M Detailed Design in response to identification of operational capability and performance enhancement needs, changes in the operational mission profile, equipment obsolescence, and to take advantage of system lifecycle savings opportunities; and (2) revision of the current description to allow for improvements to be made to boats during production at the existing contractor's production facilities. All interested vendors must respond by e-mail to the primary point of contact in this notice, within fifteen (15) days of this publication, with clear and convincing evidence to support their ability to perform the entire requirement. Responses shall be not longer than two (2) typewritten pages, in not less than twelve (12) point text. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government.
