Description
This is a Sources Sought (SS) announcement only. This synopsis is issued for the sole purpose of The United States Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI) Targets Management Office (TMO) to conduct Market Research for sources for Aerial Targets and related Aerial Target Systems. TMO seeks to provide a wide range of aerial target capabilities to customers worldwide. Sources are needed for aerial targets, target systems, target augmentation/modification, target repair, control systems, spare parts, integration efforts, engines, launchers, and launcher integration. No part of any of these key areas will duplicate any other contract effort within TMO. The purpose of this announcement is (1) to obtain expressions of interest at the prime contractor level, and (2), to roughly gauge the capability of each participating prime contractor. Responders to this request are not required to possess capability in all areas listed below. Response is encouraged even if capability is limited to a single area. Sources are being sought in several key specialty areas: Aerial Target Systems: Design, prototyping and production of aerial targets to meet a wide range of performance characteristics and flight capability. Contractor(s) should be able to demonstrate past designs as well as contracts supporting the US Government. Prime contractor(s) should be able to supply all ground support equipment necessary to fly their target including launcher, launcher integration, pre-acceptance demonstration, first article/prototype/Initial production launch and control support, test equipment, control system, spare parts, training, manuals, etc& if not already available. Augmentation/Payload Equipment: Contractor(s) shall have capabilities to modify existing aerial targets, or provide various payloads/augmentation/enhancements to meet specific customer requirements within existing or new aerial target systems. Contractor(s) shall provide training, manuals, documentation as required for all equipment provided under individual tasks. Launchers/Ground Support Equipment: TMO is looking for more cost efficient methods to launch Aerial Targets. Expert suppliers are needed to provide launch capability as well as to integrate target systems to the launch systems the government already owns. Contractor(s) shall be able to provide launch hardware, spare parts, repair, training, and technical manuals to support TMO in launching Aerial targets. Spare Parts/Repair: The TMO is sustaining a fleet of aging targets that require spare parts or replacement parts where the previous suppliers are no longer available. Contractor(s) shall have capabilities to supply spare/repair parts for aerial targets including mechanical, electrical, and aero surface parts. Digital data is available for loft contour items. Knowledge of adhesives, clean room environment, foam densities, and/or honeycomb construction is required for some components. Interested parties are requested to submit a statement of capability including current and previous government work as it pertains to the above specialty areas. Include your company name, address, POC name, telephone number, email address, business size, and web address (if available). The information submitted in response to this request is for planning purposes only. This synopsis does not constitute a Request for Proposal and is not to be construed as a commitment by the Government. The Government does not intend to award a contract on the bases of this instrument, or pay for data/information obtained. It is highly desirable that data and information submitted be provided with unlimited rights. However, if proprietary/restricted information is submitted in response, it must be clearly marked as an addendum to non-restricted/non-proprietary data/information. The Government will not be responsible for information/data received without proper markings.
