Description
RECOVERY PWR ARRA MORA PMIS 72360 For Information Only - Notice of Intent to Award Sole Source Modification to 8a Contract, MORA Sunrise Visitor Center, Renovation of Flooring, Doors, Cabinets, and Millwork. RECOVERY TAS::14 1035::TAS RECOVERY MORA PMIS 72360 The National Park Service intends to negotiate and award a firm fixed price contract modification in the amount of $10,979 to Saybr Contractors, Inc., 3852 South 66th Street, Tacoma, Washington 98409 for asbestos abatement at the Sunrise Visitor Center, Mount Rainier National Park. This is not a request for competitive proposals and is published for the purpose of providing public notification. JUSTIFICATION FOR THIS SOLE SOURCE ACTION 1. Identification of the Agency and the Contracting Activity: Department of Interior, National Park Service, North Cascades National Park 2.Nature and/or Description of the Action Being Approved: Modification of contract C945610A017 for additional within scope work. 3. A Description of the Supplies or Services Required to Meet the Agency's Needs, Including the Estimated Value: Modification, additional within scope work at Mount Rainier National Park, Sunrise Visitor Center; added work includes removing vinyl asbestos tile discovered during renovation work related to the original contract. Net increase $10,979. 4.An Identification of the Statutory Authority Permitting Other Than Full and Open Competition: COTI 1443.6-01, as amended, DIAPR 2008-10 and FAR 6.3 5.A Demonstration That the Proposed Contractor's Unique Qualifications or the Nature of the Acquisition Requires Use of the Authority Cited: This was an ARRA project that was properly synopsized and awarded as an 8a non-competitive set aside. After the contract was awarded and performance began, asbestos vinyl tile was discovered between two layers of old wood flooring. The tile presence was unknown until demolition had begun. There was no way to reasonably foresee the changes as the tile was not visible until demolition started. 6.A Description of Efforts Made to Ensure That Offers Are Solicited From as Many Potential Sources as is Practicable, Including Whether a Notice Was or Will Be Publicized as Required by FAR Subpart 5.2 and, If Not, Which Exception Under FAR 5.202 Applies: The modification was properly synopsized since this action is funded under ARRA. 7.A Determination By the Contracting Officer That the Anticipated Cost to the Government Will Be Fair and Reasonable: Pricing for the additional work has been reviewed by the Program Manager and the Contracting Officer, documentation is on file. 8.A Description of the Market Research Conducted (see FAR Part 10) and the Results or a Statement of the Reason Market Research Was Not Conducted: Market Research was conducted for the original contract. This added work is closely related to the original scope of work, it would not be practical to try and obtain a second contractor to do a small part of the additional work required. 9.Any Other Facts Supporting the Use of Other Than Full and Open Competition (see FAR 6.302-2 (9) (i) - (iii) for some examples): N/A 10. A Listing of the Sources, If Any, That Expressed in Writing, an Interest in the Acquisition: N/A 11. A Statement of the Actions, If Any, the Agency May Take to Remove or Overcome Any Barriers to Competition Before Any Subsequent Acquisition for the Supplies or Services Required: This action was properly offered to and accepted by the SBA as an 8a set-aside action. The asbestos tile was not visible until demolition started. All documentation supporting this action is on file at the NPS, NOCA, Procurement Office, 810 State Route 20, Sedro-Woolley, WA 98284.
