Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Occupational and Environmental Epidemiology Branch (OEEB) plans to procure on a sole source basis with Vanderbilt Epidemiology Center, Vanderbilt University Medical Center, Nashville, TN 37232 for services regarding the preparation of a questionnaire; a study of urine samples and urine metabolites; and extract and aliquot DNA towards both the Shanghai Men and Women's Health Studies (SMHS; SWHS). The supplies and services herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106 (b)(1). The North American Industry Classification System code is 541380 and the business size standard is $12 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance shall be for twelve (12) months from date of award. Under this procurement, the contractor will design and conduct a pilot study of occupational history emphasizing shift work details and light exposure at night in the on-going Shanghai Women's Health Study (SWHS); prepare urine samples for pilot studies of urine metabolites; and, extract and aliquot DNA in both SWHS and the Shanghai Men's Health Study (SMHS). The outcome of the shift work study and urine metabolites pilot assays are very important to further explore the occupational and environmental exposure and the cancer risk in the collaborative cohort study between OEEB and Vanderbilt University. Under previous studies, the Occupational and Environmental Epidemiology Branch (OEEB), DCEG, NCI collaborated with the Vanderbilt University and the Shanghai Cancer Institute to collect blood and urine samples from nearly 50,000 women in the Shanghai Women's Health Study, and designed a brief questionnaire to collect shift work information from the entire cohort of 75,000 women. Recent scientific reports suggest that more detailed questions on shift work exposure and lifestyle factors influencing exposure to light at night are needed to adequately capture nocturnal light exposure and its health effects. The OEEB is interested in revising the questionnaire to incorporate leads from recent scientific literature. If the pilot test is successful, the questionnaire may be applied to the entire cohort under a separate contract. In addition, there are a lot of recent concerns about the health effects, including cancer development, of exposure to phthalate and BisphenolA (BPA). Exposure to these chemicals is ubiquitous in western countries, but exposure levels in China might be lower. Laboratory tests for metabolites of these chemicals in urine have been developed and validated. The OEEB is interested in pilot testing the predictive value of metabolites in single spot urine of longer term exposures, and the reliability of metabolomic analysis in discovery of additional potential carcinogens. Because the OEEB has collaborated in collecting spot urine in the SWHS, it is important that these pilot tests be conducted in samples collected from comparable subjects in Shanghai. These pilot tests will inform the OEEB whether it is scientifically justifiable to conduct future cancer risk studies of phthalate, BisphenolA (BPA), and other urine carcinogens nested within the Shanghai cohorts. Because Vanderbilt University and their subcontractor, the Shanghai Cancer Institute, have sole access to the Shanghai cohort population and the quality control samples, they are uniquely qualified to conduct this study. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 11:00 AM EST, on August 18, 2010.
