- *****THIS ANNOUNCEMENT IS HEREBY MODIFIED AS FOLLOWS: SOLICITATION REFERENCE NUMBER IS CHANGED TO READ: N68335-10-R-0240, THE GOVERNMENT INTENDS TO ISSUE ON A SOLE SOURCE BASIS, A FIVE (5) YEAR BASIC ORDERING AGREEMENT (BOA) which shall consist of the base year plus four one year options with Keystone Helicopter, Corporation, 110 East Stewart Huston Drive, Coatesville, PA 19320.***** Keystone will furnish supplies/services, when ordered by the Government in accordance with the terms and conditions of the BOA. The BOA will cover general requirements and tasks to provide the material and services necessary to repair and/or return to Ready For Issue (FRI) condition the Rolls Royce Allison 250-C18/T63-A-700 engines used for oil qualification testing. The engines are used for the qualification of aviation turbine engine oils and helicopter gearbox oils. The Government intends to procure these supplies/services under the authority of 10 U.S.C. 2304(c)(1) FAR 6.302-1. The Government does not own data, drawings, software or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal that may be used by the Government in determining whether or not to conduct a competitive procurement. Responses should reference N68335-10-R-0240. A determinination by the Government not to open the requirement to competition based upon the responses received to this notice is solely within the discretion of the Government. No solicitation package will be available. This synopsis covers any and all orders issued under the BOA.
