Description
SPECIFICATIONS1. General Requirements:The contractor shall furnish all facilities, labor and materials to provide goods in accordance with the terms and conditions herein and the specifications set forth below.2. Scope of Contract:a. The contractor shall provide as required, pH buffer solution, conductivity standards, and deionized water for use by United States Geological Survey (USGS) field offices in the collection of environmental samples that are shipped to the USGS/National Water Quality Laboratory (NWQL) or contract laboratories for analysis.b. The contractor shall be required to provide supplies pursuant to this contract as ordered from time to time during the term of this contract. The quantities specified herein are estimates only, and the Government makes no representation or guarantee as to frequency of orders or amount of supplies or the aggregate value of such supplies. No minimum order quantities.3. Specifications:a. The contractor shall supply pH buffer solution in the following pH, volumes and packaging with a remaining shelf life of no less than 12 months:(1) Buffer, Reference Standard, pH 4.00 0.01 at 25C (Color Coded Red) (a) Packaged in 1 Liter polyethylene container in cases of 12 bottles approved for reshipment. NWQL Part # Q125FLD (b) Product Specifications: Actual lot analysis is indicated on each container label. Standardized against solutions whose certification is traceable tothe National Institute of Standards and Technology. The NIST Traceable pH value is certified to 0.01 at 25 C only. All other pH values at their corresponding temperatures are accurate to 0.05. Volumetric glassware complies with Class A tolerance requirements of ASTM E 288 and NIST Circular 434; it is calibrated before first use and recalibrated regularly in accordance with ASTM E 542 and NIST Procedure NBSIR 74-461. Balances are calibrated regularly with weights certified traceable to the NIST national mass standard. Thermometers and temperature probes are calibrated before first use and recalibrated regularly with a thermometer traceable to NIST standards. All products are prepared according to master documents that assure manufacture according to validated methods. The contractor shall provide conductivity standards with the following values in 1 liter polyethylene containers packaged 12 per case with a remaining shelf life of no less than 9 months.(1) Potassium Chloride Conductivity Standard, 50 S/cm at 25C, 23.6ppm as KCl. 50.0 0.1 S/cm at 25.0 C. The contractor shall provide deionized water with the following values in 4 liter polyethylene natural containers packaged 4 per case with a remaining shelf life of no less than 11 months and from 1 sequestered Lot per order: Water, Deionized, H2O, ACS Reagent Grade, ASTM D 1193, Type I, CAS# 7732-18-5. This product is specially purified by Activated Carbon Organic Adsorption, Reverse Osmosis, Mixed Bed Double-Deonization, Ultraviolet Light Irradiation and 0.2 micron Membrane Filtration. Product must meet ACS specifications for Reagent Grade Water and ASTM D 1193 specifications for Reagent Water, Type I. Conductivity at 25 degrees Celsius ? 0.056 S/cm. Traceable to National Institute of Standards and Technology (NIST) Standard Reference Material (SRM) 3193.NWQL Part # Q378FLD.f. Estimated annual quantities 1600 each (400 cases), all from the same Lot per order4. Packing and Marking:a. Preservation, packaging and marking for all items delivered hereunder shall be in accordance with standard commercial practice and adequate to insure acceptance by common carrier and safe arrival at destination.b. All containers shall be plainly marked on or adjacent to the exterior shipping label to show the addressees name and address, including contact person, contract number delivery order number, description of contents, and contractor's name.c. A packing list or other suitable shipping document shall accompany each shipment and shall show the name and address of consignor, the name and address of consignee, Government contract and (if applicable) delivery order number, Government bill of lading number covering the shipment, if any and the description of the material shipped, including manufacturers item number, lot number, quantity, number of containers, and package number if any.d. Whenever possible, orders will be placed in full shipping container quantities. Orders for less than shipping container quantities will be kept to a minimum.5. Times and Place of Delivery:a. Delivery shall be made within 5 calendar days after the date of each individual delivery order.b. Deliveries shall be made between 7AM and 2 PM.c. The contractor is obligated to make delivery to F.O.B. destination within consignee's premises to the following location:US GEOLOGICAL SURVEYNATIONAL WATER QUALITY LABBLDG 95, DOOR E3DENVER FEDERAL CENTERDENVER, CO 802256. Inspections and Acceptance:(a) Inspection, acceptance, and rejection decisions will be based upon compliance with the contract specifications and the quality standards (see section 7).(b) wriitten notification of Government acceptance of deliverables will be provided by the contracting officer's representative or the technical designee specified on the individual delivery order. Written notification of rejection of deliverable items will be furnished by the contracting officer.c. Basis of Inspection(1) Each bidding manufacturer will provide a sample of pH buffer, deionized water, and conductivity standards to the NWQL for acceptance testing procedures.(2) After this initial procedure to determine the acceptability of representative samples, subsequent shipments of buffer solution and conductivity standards under contract may be spot-checked for acceptability.d. Inspection and Acceptance Period(1) It is anticipated that inspection and acceptability testing shall be completed by USGS personnel within 30 working days after delivery of all completed deliverables by the contractor, at which time the contractor will be informed of any deficiencies or of final payment approval.(2) A sample of water is tested for the chemical constituents listed in Table I. Instrumentation used for testing are Inductively Coupled Plasma Atomic Emission Spectrometry, Inductively Coupled Plasma Atomic Emission Spectrometry - Mass Spectrometry, Collision/Reaction Cell Inductively Coupled Plasma Atomic Emission Spectrometry - Mass Spectrometry, Ion Chromatography, Cold Vapor Atomic Fluorescence Spectroscopy, Infrared Spectrometry, and Colorimetry. (3) Bottle types to be used to contain the test water are listed below. The glass bottles to contain water for the organic carbon analyses are rinsed with deionized water and baked at 450 C for a minimum of 2 hours. These glass bottles are filled with aliquots of water to be tested and are not rinsed. All high-density polyethylene containers and the mercury test container are rinsed three times with ASTM Type 1 water produced from a filtration system that provides a second deionization to further purify the laboratory's in-house deionized water. These containers are then filled with the water to be tested and preserved as indicated.(4) Only previously quality assured and approved lots of preservatives and containers are used.(5) The prepared test samples are allowed to equilibrate for one to two days before logging them in to the sample queue. If the Government subsequently rejects the items, and repair or replacement cannot be affected within the contract delivery date, the contractor may request that the contract delivery date be extended one day for each day the Government requires for inspection in excess of the above allotted inspection period.7. Quality Standards:The Contractor shall insure that the products meet the established quality standards in terms of the quality analysis stated in Section 6. The NWQL will randomly perform a quality analysis of the samples received from orders placed against subsequent contract. This will ensure product quality and contractor adherence to a quality plan. The quality of the products must be traceable to National Institute of Standards and Technology (NIST) Standard Reference Material (SRM) and other NIST standards when suitable standards exist. 8. Technical Liaison - Technical Direction:a. The Technical Liaison will be responsible for technical monitoring of the contractor's performance and deliveries. The Technical Liaison is not authorized to perform, formally or informally, any of the following actions:(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract.(2) Waive or agree to modification of the delivery schedule.(3) Make any final decision on any contract matter subject to the Disputes Clause.(4) Terminate, for any reason, the contractor's right to proceed.(5) Obligate in any way, the payment of money by the Government.
