Description
REQUEST FOR INFORMATION. This is a Request for Information (RFI) on behalf of The Defense Activity for Nontraditional Education Support (DANTES). DANTES has a requirement for Contractor support in assessing the quality of off-duty post-secondary educational programs and services used by Service members regardless of location or duty assignment and to assist in the improvement of these education programs and services. The purpose of this RFI is to determine what commercial support is currently available that might meet some, or all of the requirements expressed herein. The Navy is requesting descriptive literature, examples/ samples of same-similar support provided, web links to products/services, or any other information industry feels might provide such information. To ensure educational programs provided to Service members funded by a tuition assistance program are of the same high quality and meet the same academic criteria of quality higher education, a periodic assessment is required of those institutions. To that end, the contractor will be required to: a) Assure the voluntary education is appropriate and consistent with the standards of post-secondary education to be detailed in the requirement's Performance Work Statement (Draft of which is attached); b) examine the nature of the relationship between DoD and the Services, and to further examine the relationship between the installation and the institution where a MOU between the installation and the institution exists; and c) assess the relevance of each institution's offering to its own objectives and those of the military or military member. The Services will have three types of assessments from which to select: (a) Installation Site Assessment - A third party assessment of all voluntary educational programs and services provided at a military installation to include the academic institutions located on a military installation providing in-classroom instruction and distance learning voluntary education instruction to Service members through the installation's Education Center. The specifics of the assessment process shall be developed by the Contractor, submitted in their proposal, and approved by the Government. (b) Distance Learning Institution (DLI) Assessment - A third party assessment of academic institutions not located on a military installation providing voluntary education via distance learning instruction to Service members. The specifics of the assessment process shall be developed by the Contractor, submitted in their proposal, and approved by the Government. (c) Off-Installation Institution Assessment: A third party assessment of academic institutions not located on a military installation providing voluntary education to Service members via the traditional classroom instruction or distance learning (or a combination of both forms of delivery). The specifics of the assessment process shall be developed by the Contractor, submitted in their proposal, and approved by the Government. The outcome of such assessments is NOT an accreditation of the institutions or their programs but an assessment of the quality of the delivery of the academic institution, and the Service Component. The group conducting the assessment is considered third party evaluators with expertise in higher education and appropriate fields of study. This is not a notice of solicitation issue. This RFI does not constitute a Request for Proposal (RFP) or Request for Quote (RFQ), nor does this issuance restrict the Government's acquisition approach. Responses to this RFI should demonstrate capabilities, expertise, and past performance. Packages should be submitted no later than 4:00 p.m. local time 18 August 2010. No facsimile responses will be accepted. The Government will neither award a contract solely on the basis of this RFI nor will it reimburse for any costs associated with preparing or submitting a response to this notice. If return of submission is required, indicate address to which materials are to be returned with submittal. It is incumbent upon the interested parties to review FEDBIZOPS for updates to this RFI.
