- SF-18 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The office of NOAA National Marine Fisheries Science Center (NWFSC) located in Seattle, WA intends to acquire an automated robotic alkalinity titrator with following specifications: • Titrator MUST be recognized by the oceanographic community as providing adequate precision for measurement of seawater alkalinity • Titrator determines the alkalinity of seawater by dynamic equivalence or set endpoint titration • Autotitrator must be a combined system with the sample processor to create a single system to perform the analysis. • High precision pH Electrode (~+/- 0.001 units) • Robotic mechanism with capable of accepting multiple sized racks including a rack for processing at least 100 samples in 75 ml beakers • Titration in external vessel • Effective auto-rinsing of titration vessel between samples to avoid cross contamination • Titration vessel temperature controlled via water bath • Magnetic stirrer in titration vessel • Optical sample sensor • USB connection to external computer ("plug and play") • Software for fully programming titator operations • Quite, space-saving operation • High precision liquid handling of sample and HCl dosing • Required components o Robotic auto alkalinity titrator o Sample rack for auto titrator o Software for auto titrator o 75 ml plastic beakers for auto titrator (144 count) • Autotitrator/Sample processor system reagent dosing technology must use an overhead burette drive for top-down dosing and zero dead volume for automated reagent exchange, cleaning and preparing. This technology is critical to this application which allows reliable unattended automated run sequences of extended periods without user interaction • Exchangeable burettes options in 2, 5, 10, 20 and 50 mL sizes • Titrant dosing device mounts on top variety of titrant containers including 500mL, 1, 4 and 10 L bottles as well as larger carboys • Titrator automatically recognizes burette size, burette serial number, titrant identification, standardization value and history of last 10 standardizations • Titrator automatically recognizes peripheral instruments (stirrers, dosing devices) • Titrator has the ability to check for the correct reagent before starting analysis • Titrator has ability to choose correct method, electrode and reagent based on sample ID typed into titrator This instrument must be FOB destination Seattle, WA, for delivery no later than Sept 30, 2010. This procurement is 100% set aside for small business concerns. The North American Industry Classification System Code (NAICS) for this purchase is 334513 with a small business size standard of 500 employees.
