- Brand Name Justification for ppbRae 3000 VOC Monitor This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Quotation (RFQ) No. FA7014-10-T-8010. The solicitation document; incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-42. The North American Industry Classification System code is 423830 with a business size standard of 500 employees. The proposed contract is 100 percent set-aside for small business. LINE ITEM 0001: Rae Systems ppbRAE 3000 with accessories and calibration kit, Part #059-C110-100; Description: Rae Systems ppbRAE 3000 portable VOC monitor with rechargeable Li-ion battery, accessories kit, calibration kit, model# 059-C110-100. QUANTITY: 2, UNIT PRICE $ _____________; EXTENDED PRICE $_____________; DELIVERY TIME: __________. New Equipment Only, No remanufactured products and No gray market. Quote is to include all fees, including shipping or freight costs, FOB Destination. Quote must be good for 30 days after due date. INSPECTION CONDITIONS AND TERMS : Delivery/Acceptance will be at NMCC Facilities, Pentagon Room MD857, Washington DC 20318, POC: Mr. Tom Tobin. FAR PROVISIONS: FAR 52.212-1, Instructions to Offerors-Commercial Items and the applicable Addendum to FAR 52.212-1 applies to this acquisition are as follows: http://farsite.hill.af.mil 52.252-1, 52.252-5, and 52.252-3; DFARS (Chapter 2), 252.225-7000. EVALUATION PROCEDURES, The Government will select the best overall offer based on price and ability to meet the brand name specifications identified in the requirement. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be the most advantageous to the Government in accordance with the requirement. Only those offerors determined to be in compliant with the requirements as stated in this solicitation will be considered for award. Non-conformance with this requirement may result in offeror's quote being determined unacceptable. FAR 52.212-3, Offeror Representatives and Certifications-Commercial Items, ALT I applies to this acquisition and offeror(s) must include, a completed copy with its offer. FAR 52.212-3 can be obtained from http://farsite.hill.af.mil or from http://orca.bpn.gov if registered in ORCA (Online Representation and Certifications application). An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov (ORCA).
