- 1.This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. 2. Request for Quote (RFQ) R10PS67006 is a combined synopsis/solicitation for commercial items. This combined synopsis/solicitation is issued as an RFQ. Submit written offers only, oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). 3. This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-44. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at: http://farsite.hill.af.mil/vffar1.htm 4. This procurement is being issued as 100% Small Business Set-Aside. North American Industrial Classification Standard: NAICS: 444190; Small Business Size Standard: $7.0 million. 5. CLIN (0001): 700 lodge pole pine, 4-5 inch diameter, 20.6 foot long rails. Rails will be non-treated and delivered in bundles of 70. Price to include freight. Amount: $__________*Price to include freight. 6. FOB-Destination for delivery to: The Marina located at Clark Canyon Reservoir is 1225 Mt. Hwy. 324. Clark Canyon is located 18 miles south of Dillon, Mt. (Take exit 44 off I-15 travel west across dam approximately two miles to the Marina/RV park). 7. Delivery terms: No Later Than August 27, 2010. Vendor shall contact the following individual 48 hours prior to delivery: Local contact is Jon Hoerning (406-683-6472). 8. Responsibility and Inspection: Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements and Quality Control (QC). 9. The Government will award a firm-fixed price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government, price and other factors considered. Award shall be based on All or None and Best Value to the Government. Best value can include but is not limited to price, delivery date, and technical capability. 10. The clause at FAR 52.212-4 Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR 52.212-4 addendum is also included. 11. The provision at FAR 52.212-1 Instructions to Offerors-Commercial Items, applies to this acquisition. 12. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The following clauses, as cited in clause 52.212-5 are incorporated into this solicitation and subsequent contract: 52.219-6 Notice of Total Small Business Aside, 52.219-28 Post-Award Small Business Program Representation, 52.222-3 Convict Labor, 52.222-19 Child Labor-Cooperation with Authorities and Remedies, 52.222-21 Prohibition of Segregated Facilities, 52.222-26 Equal Opportunity, 52.222-36 Affirmative Action for Workers with Disabilities, 52.225-1 Buy American Act-Supplies, 52.225-13 Restrictions on Certain Foreign Purchases, and 52.232-33 Payment by Electronic Funds Transfer--Central Contractor Registration. 13. The following clauses are also incorporated by reference: FAR 52.247-34 F.O.B.-Destination; FAR 52.252-2 Clauses Incorporated by Reference 14. General Notes: (1) Offerors shall submit a price for all line items; failure to do so may render the offer unacceptable. (2) On lump-sum line items, provide total price only. (3) In case of error in extension of prices, unit price governs. (4) If offeror provides an equivalent product FAR 52.211-6 applies, and offer should contain explanation of characteristics identified above with applicable product literature and specifications to be used for evaluation of offer. (5) To be eligible to receive an award resulting from this solicitation, contractor must be registered in Central Contractor Registration (CCR) database, NO EXCEPTIONS. To register, visit http://www.ccr.gov. (6) Annual Representations and Certifications will be obtained through the Government On-line Representation and Certification Application site (https://orca.bpn.gov) for contractors that have worked with the Government and are registered in CCR (Central Contractor Registration), NO EXCEPTIONS. 15.
