Description
This is a Pre-Solicitation Notice for the US Army Contracting Command; Rock Island Contracting Center (RICC) for Solicitation W52P1J-10-R-0216; which serves as notification to Industry for the forthcoming procurement of Line Haul Services in the SOUTHCOM Area of Responsibility (AOR). This notice does not constitute a solicitation for proposals. The Government intends to issue Solicitation W52P1J-10-R-0216 in support of the 832nd Transportation Battalions requirement for Line Haul services spanning several countries within the SOUTHCOM Area of Responsibility (AOR). The initial places of performance will be in Panama, Suriname, Haiti, Brazil, El Salvador, Colombia, and the Dominican Republic. Subsequent requirements are still being defined and may expand to other countries located in the SOUTHCOM AOR. Offerors must be fully insured and possess the ability to provide line haul service with minimal notice from multiple points of origin and destination, which will be defined in solicitation W52P1J-10-R-0216. Cargo to be moved consists of, but not limited to, 20 ft containers, 40 ft containers, 463LPallets, Miscellaneous Break Bulk, Vehicles, Palletized Cargo, Oversized/Overweight Cargo (Exceeding 40,000 lbs), and may include both sensitive and hazardous cargo at times. Due to the fact that service will be required in multiple countries, offertory should have the capability to provide line haul services, clear customs, and possess the necessary entry information for the respective host nations throughout SOUTHCOM. The anticipated date for release of the solicitation is on/or about 07 September 2010. Multiple Blanket Purchase Agreements (BPA) will be awarded as a result of this solicitation. This solicitation shall be issued electronically in accordance with FAR 5.204, therefore hardcopies will not be provided. CAUTION: This solicitation shall be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access FedBizOpps to obtain the solicitation and any amendments, which may be issued. Failure to obtain any said amendments and to respond to them by the date and time set for receipt of proposals may render your proposal nonresponsive and result in the rejection of the same. Please direct all questions or inquiries to Ms. Amber Caulkins, amber.l.caulkins@us.army.mil; Ms. Amanda Pierce, amanda.j.pierce@us.army.mil; and Mr. James Miller, james.f.miller1@us.army.mil. All questions should be submitted via email. No telephone questions or inquires are acceptable.
