Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE Notice of intent to award a sole source contract to: Aquastore NW, Inc, PO Box 1041Canby, OR 97013. Aquastore NW, Inc will provide technical assistance and all materials necessary to retrofit a 108,000 gal. bolted steel GST glass-lined potable water tank with a engineered cathode protection plan. Under authority of FAR 6.302-1(a)(2)(ii), the value of the contract is expected to be $12,600.00. Summary of Work: Description: This project is to provide technical assistance and all materials necessary to retrofit a 108,000 gal. bolted steel GST glass-lined potable water tank with a engineered cathode protection plan. Description of Tasks: 1) National Park Service (NPS) personnel dry-up storage tank, power vent tank with assisted air supply and assisted ventilation. 2) Pre-construction meeting with contractor, NPS Safety officer, and Confined Space/Fall Protection crew. Go over safety plan Job Hazard Analysis (JHA), and contractor initiated work plan. 3) Park Service personnel enters tank per AWWA potable water tank sanitation procedures and Glacier Bay National Park (GLBA) confined space policy. Park Service installs anodes and wiring inside tank per contractor specifications.4) Contractor makes penetrations thru tank shell for wiring and affixes grounding hardware outside of tank.5) Contractor test system per Steel Tank Institute cathodic protection testing procedures. 6) NPS personnel fills tank to penetration levels and checks for water tightness.7) Post-construction meeting contractor supplies NPS personnel with engineered cathode protection drawings and baseline cathode testing results in written or electronic form. Location: Located up-slope of Glacier Bay National Park administrative area. Site can be reached by road system out of Gustavus, Alaska. Gustavus road system can only be reached by boat or airplane. Boats can safe harbor and unload at Bartlett Cove. Housing: Lodging is available in Gustavus. Government housing is available seasonally with respect to room availability. Preservation of Natural Features: Confine storage of materials to project site. Confine all operations to work limits of the project. Prevent damage to the natural surroundings. Do not fasten ropes, cables, or guide wires to existing trees. Existing Utilities: Contractor shall be responsible for preventing damage to identified utilities; if damage occurs, repair utility at no additional expense to the Government. Work Safety: OSHA regulations 1910 and 1926 concerning General Construction safe working procedures. Fall protection safety will be in accordance to OSHA regulations found in 1926 subpart M refer to GLBA Fall Protection policy. Confined space work will be in compliance with GLBA confined space policy. All elevated tank work and confined space entries will be conducted only after a review of on-site contractor safety inspection by NPS safety officer. Schedule of Work: This work must be completed prior to December 1, 2010. Maximum time the tank can be off-line is two days during construction phase. Contractor will be on-site till after post-construction meeting. Government Furnished Materials and Labor: Government will perform all repair work and all entries to the confined space; supplying a three man certified confined space crew with associated equipment and documentation. The park will provide safety supervision by an assigned safety officer. The park will also supply any power tools needed at site. Contractor Furnished Materials and Labor: Contractor will supply all components of cathode protection system; including testing equipment and hand tools specific to the job. Contractor will provide technical guidance, outside of tank installation, installation instructions on inside tank components, and system initial testing. Contractor will provide for all travel associated with getting to site, lodging, and meals. Government housing is available seasonally with respect to room availability. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals or quotations. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice. This supply will be procured under Firm Fixed Price Supply in accordance with FAR 12 procedures and Other Than Full and Open Competition as authorized under FAR 6.302-1.
